Salary Range: $175,000 - $190,000/Annualized, commensurate with education, experience, and qualifications.

Job Summary

The Chief Cybersecurity and Education and Workforce Development Officer leads the design and implementation of Cybersecurity and Education and Workforce Development (EWD) at the Cybersecurity Manufacturing Innovation Institute (CyManII). This position will be responsible for strategic planning and developing EWD programs that address cybersecurity-related skill gaps in the advanced manufacturing industry that align with the goals of the Institute. This role provides operational and strategic leadership and skills to support and participate in programmatic and collaborative activities and advance the credibility of CyManII.

Core Responsibilities

  1. Manages a team of workforce development, to successfully execute CyManII's work plans in collaboration with partners in academia, industry, National Laboratories and Department of Energy (DOE). Assists with estimating resource needs and assigning resources to work tasks.
  2. Leads and inspires CyManII teams in productive collaboration in cooperation with the Chief of Operations Officer and Chief Executive Officer. Leads the recruiting, mentoring, and retention of the directly managed team.
  3. Advances efforts to evolve and accelerate how CyManII conducts operational activity in conjunction with the manufacturing and critical infrastructure ecosystems.
  4. Leads the strategic and operational planning and execution of high-impact projects, effectively managing resources and relationships to set clear objectives, define project scopes, and develop detailed project plans. Implements advanced project management methodologies to oversee project lifecycles, track project progress, mitigate risks, and ensure successful outcomes.
  5. Acts as a liaison between CyManII and DOE, when necessary. Ensures seamless communication and collaboration between all parties. Simplify and clarify complex information to facilitate effective decision-making.
  6. Ensures that all EWD activities are organized and executed according to expected deliverables and contract agreements.
  7. Strategically coordinates with CyManII partner Manufacturing Innovation Institutes (MIIs) for collaborative outreach efforts within U.S. Department of Energy parameters.
  8. Leads, cultivates and fosters productive relationships among CyManII related research programs, government, and industry partners in order to promote EWD goals.
  9. Reports consistently to the CEO and COO on EWD status, action plans, and complex issues that may arise.
  10. Evaluates EWD program assessment techniques for industrial training and academic applications with the ability to quickly adjust to nuanced audiences.
  11. Works with EWD on technical operations tracking and reporting. Serves as senior project manager and reporting manager as directed. Reviews budgeting for all projects, including monitoring and controlling costs of each functional area.
  12. Works closely with leadership to implement/refine Institute policies and procedures. Monitors, guides, and evaluates the inputs and outputs of management. Oversees the plans of action and milestones associated with the strategic plan, including critical infrastructure objectives.
  13. Improves branding and strategic messaging as part of CyManII engagement and communications strategy.
  14. Representing the Institute for external and internal events. Monitoring the competitive landscape and attending/coordinating with industry events to stay abreast of new initiatives and ways to remain engaged.
  15. Identifies training and developing opportunities within the Institute and setting them on a path for next generation management/leadership opportunities. Serves as project lead for new EWD initiatives and business development. Successful experience executing state and federal contracts, ensuring compliance with contract terms, deliverables and relevant regulations.
  16. Performs other duties as assigned.


Required Qualifications

  • Bachelor's degree in a related field.
  • Ten (10) years of related work experience.
  • This position requires the ability to maintain the security and integrity of UT San Antonio and its infrastructure.


Preferred Qualifications

  • Master's degree in Cybersecurity, or a closely related field.
  • Fifteen(15) years of related work experience.
  • Active Top Secret security clearance or ability to obtain and maintain a Top Secret clearance.

Working Conditions

  • Office environment. Regularly drives to a variety of campus locations. Ability to travel (25%) to and from meetings, training sessions or other business-related events. Occasionally after hours and weekend work or overtime may be required.


Physical Demands

  • Sedentary work; sitting most of the time. Jobs are sedentary, if walking and standing are required, only occasionally. Exerts up to 10 lbs. of force occasionally.


This position will work both on campus and remotely in Texas. Travel and parking expenses are the employee's responsibility.

This position is contingent upon a successful background check. Verification of a valid driver's license and Motor Vehicle Record (MVR) may be completed as applicable. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
