Job Summary/Basic Function
To serve as a School Certifying Official (SCO) and Veterans Benefits Coordinator for Wright State University by administering VA education benefits, ensuring accurate certification and regulatory compliance, and coordinating with university offices and external agencies. Provide education benefits support and services to veterans, service members, dependents, and other military-connected students and support the operations of the Veteran and Military Center (VMC) and other duties as assigned.
Minimum Qualifications
- Bachelor's degree and a minimum of 3-years responsible experience in higher education administration, veterans' benefits, student services, registrar operations, financial aid, student accounts, military education programs, or a related field.
- Experience interpreting and applying federal, state, institutional, or other regulatory policies and procedures; maintaining accurate records; protecting sensitive information; and ensuring confidentiality in a compliance-driven environment.
- Experience using student information systems, enterprise databases, case-management systems, or comparable complex information systems to enter, retrieve, reconcile, analyze, and maintain student or client records.
- Proficiency with Microsoft Excel, Word, Outlook, Teams, and other office productivity software, including the ability to manage spreadsheets, analyze data, maintain records, and prepare professional correspondence and reports.
- Demonstrated ability to manage a high-volume workload, meet regulatory deadlines, prioritize competing requirements, identify and resolve discrepancies, exercise sound judgment, and maintain accuracy and attention to detail.
- Demonstrated written, verbal, and interpersonal communication skills with the ability to explain complex policies and procedures, resolve problems, provide effective customer service, and work collaboratively with students, university personnel, government agencies, and external stakeholders.
- Ability and willingness to complete required Department of Veterans Affairs, State Approving Agency, university, and other professional training; maintain required system access and credentials; remain current on applicable regulations, policies, and procedures; and perform assigned responsibilities in accordance with regulatory and institutional requirements.
Preferred Qualifications
- Previous experience serving as a School Certifying Official or directly administering VA education benefits at an institution of higher learning.
- Experience using the Department of Veterans Affairs Enrollment Manager system and completion of VA-required School Certifying Official training.
- Experience using Ellucian Banner or another higher education student information system.
- Working knowledge of VA education benefit programs and requirements, including Chapters 30, 31, 33, 35, and 1606; the Yellow Ribbon Program; enrollment certification and reporting requirements; and applicable federal regulations and VA guidance.
- Experience preparing for, supporting, or participating in Department of Veterans Affairs, State Approving Agency, financial, regulatory, or institutional compliance reviews and audits.
- Experience providing services, benefits administration, case resolution, advising, or other direct support to veterans, service members, military families, or military-connected students in a higher education, government, nonprofit, or military environment.
- Military service or personal experience as a military-connected individual.
Essential Functions and percent of time
VA Education Benefits Administration and Certification - (50%)
- Serve as a designated School Certifying Official (SCO) for Wright State University and administer VA education benefits and certification services for eligible veterans, service members, dependents, and other military-connected students.
- Review student academic programs, enrollment, course applicability, tuition and fees, and other required information to accurately certify students for VA education benefits in accordance with applicable federal regulations, VA guidance, State Approving Agency requirements, and university policies.
- Process initial enrollment certifications, tuition and fee certifications, required subsequent certifications, amendments, adjustments, terminations, and other required submissions using VA Enrollment Manager and applicable university information systems.
- Monitor student enrollment, academic program changes, withdrawals, academic progress, and other conditions affecting VA education benefits; process student requests and supporting documentation; and take appropriate certification actions to prevent delays, overpayments, student debts, and institutional liabilities.
- Administer certification processes associated with applicable VA education benefit programs, including the Post-9/11 GI Bill®, Montgomery GI Bill® programs, Survivors' and Dependents' Educational Assistance, Veteran Readiness and Employment, and other authorized VA education benefits.
- Create, maintain, retain, and appropriately dispose of student certification records and supporting documentation in accordance with federal, state, VA, and university requirements.
- Review certification records, enrollment information, discrepancy reports, student account information, and other relevant data; reconcile discrepancies and take corrective action to ensure accurate and timely administration of VA education benefits.
VA Compliance, Institutional Coordination, and Continuity - (20%)
- Maintain institutional compliance with applicable federal regulations, VA policies, State Approving Agency requirements, and university policies governing veterans' education benefits.
- Coordinate with the Registrar, Bursar, Financial Aid, Admissions, Raider Connect, academic units, and other university offices to reconcile student enrollment, academic program, tuition and fee, and student account information necessary for accurate certification and institutional compliance.
- Monitor institutional certification practices, student records, reporting processes, and internal procedures to identify compliance deficiencies, reporting errors, and institutional risks.
- Support and coordinate VA and State Approving Agency compliance surveys, audits, institutional reviews, and requests for records or corrective actions.
- Administer or support institutional compliance requirements, including 85/15 reporting, Yellow Ribbon Program administration, program approvals and changes, and other required VA and State Approving Agency reporting.
- Recommend and implement corrective actions, internal controls, standard operating procedures, continuity measures, and process improvements to strengthen compliance and ensure continuity of VA education benefit services.
- Maintain current knowledge of changes to VA regulations, policies, systems, and certification requirements and complete required initial and annual SCO training.

Military-Connected Student Services, Benefits Support, and Case Resolution - (15%)
- Provide accurate, responsive, and student-centered information and assistance to veterans, service members, dependents, prospective students, current students, families, and university personnel regarding VA education benefits, military Tuition Assistance, military- and veteran-related scholarships, and related university processes.
- Respond to student and stakeholder inquiries through in-person appointments, telephone, email, virtual meetings, electronic case-management systems, and other approved communication channels; maintain timely, accurate, and professional communication regarding case status and resolution.
- Research and resolve complex student benefit issues and coordinate with university offices, VA representatives, military education representatives, and external agencies to address problems affecting enrollment, student accounts, educational benefits, or continued receipt of benefits.
- Assist eligible students with identifying and navigating university, military, veteran, and military-connected scholarship opportunities and coordinate with Financial Aid, the Wright State University Foundation, academic units, and external organizations as appropriate.
- Participate in new student orientations, enrollment activities, military-connected student outreach, Veterans Week activities, VMC programs, and other university events as appropriate.
- Identify recurring student issues, barriers, service gaps, and communication challenges; recommend improvements to university processes, student communications, and VMC services.
VA Work-Study Program Administration and VMC Operational Support - (15%)
- Coordinate the university's VA Work-Study Program in accordance with applicable VA requirements.
- Assist with recruiting, selecting, onboarding, and training VA Work-Study students.
- Assign and supervise authorized VA-related work activities.
- Establish work schedules and provide daily work direction to VA Work-Study students.
- Review and submit required work-study agreements, time records, and other documentation.
- Monitor student worker performance and compliance with program requirements.
- Develop and maintain standard operating procedures, desk guides, training materials, and continuity documents supporting SCO operations.
- Cross-train appropriate VMC personnel to support continuity of VA education benefit services during absences, vacancies, and periods of increased workload.
Non-Essential Functions and percent of time
Working Conditions
Sedentary clerical work/ light lifting.Monday-Thursday 8:30-5:00pm; Friday 8am-4pm with some weekend and evening hours.Limited annual travel expectations.
