Job Summary
The Technical Services Specialist oversees Interlibrary Loan (ILL), cataloging, and acquisitions, including placing and tracking orders, creating Purchase Orders, and directing the processing of invoices and materials. Works with others in allocating and encumbering endowment and library funds, and is responsible for tracking and reporting library budget details. Manages the billing and payments for overdue and lost items. This position also leads ILL and copy-cataloging functions within the library's ILS (integrated library system), and is responsible for hiring, training, and supervising student employees. This position is a key member of the Collections and Technical Services team and is a cross-functional member of the Administrative team. This position is defined as an non-exempt position under FLSA regulations.
Specific Responsibilities
- Receives and directs the initial processing of materials, including invoicing and payments.
- With the administration team, coordinate the preparation of Library budget, monitor expenditures throughout the year and alert Director of dwindling funds.
- Manage and reconcile petty cash, and university purchasing cards.
- Assist in the annual allocation, encumbrance and expenditure of funds in all Endowed Accounts (42+) earmarked for Collections; ensure requested materials meet the subject category and material type specified by donors.
- Processes and monitors interlibrary loan borrowing and lending requests. Assists patrons and lending institutions with questions concerning submission, retrieval, and delivery of interlibrary loan requests. Works with librarians to verify citations and references when necessary.
- Utilizes online, bibliographic databases and Rapido and other ILL management tools to process and monitor interlibrary loan requests.
- Hires, trains and supervises Collections and Technical Services student employees who carry out tasks such as scanning materials, retrieving resources, shipping and receiving, and end processing of new acquisitions. Continually seeks new ways to improve workflow and better utilize student employees.
- Compiles ILL borrowing and lending statistics for annual reports and to assist in collection development decisions.
- Monitors compliance regulations and obtains copyright permission for interlibrary loan and course reserves.
- Compiles and processes items for course reserves.
- Oversees copy-cataloging operations; processes physical items and ensures accuracy of records in ILS according to standard procedures and guidelines.
- Processes and manages overdue notices and billing statements for circulation and interlibrary loan services; working closely with the University's Business Office to generate end of semester library bills.
- Contributes to the overall success of the Blough-Weis Library and the University by performing other duties and responsibilities as assigned.
Minimum Qualifications
Education
Bachelor's degree required.
Experience
Three years working with budgets or accounting procedures. Experience in library technical services.
Knowledge, Skills, Abilities
- Knowledge of accounting principles
- Understanding of MARC and other formats of electronic bibliographic records
- Familiarity with cataloging rules and procedures
- Facility with online library systems
- Effective communications skills and ability to work well with others in a goal-oriented environment.
- Daily contact with co-workers, faculty and students. Frequent contact with outside vendors and other academic institutions.
- Interest in and aptitude for learning new computer software, troubleshooting, and exploring new technologies.
- Extraordinary rapport with library patrons, co-workers with an ability to accept direction from supervisors.
- Ability to adapt rapidly to new challenges.
- A commitment to the ideas and goals of a liberal arts college and its library.
- Facility with standard Microsoft office productivity suite, specifically Excel

This role is identified as one that includes significant interaction with students and/or campus activities, and/or has oversight for disciplinary procedures. Therefore, you are considered a Campus Security Authority (CSA) and required to report any Clery Act crime disclosed to you and remain compliant with annual CSA training requirements.
