Job Summary

The Assistant Dean, Fiscal Administration provides advanced leadership, development, and direction for the fiscal administration of a college.  This position is responsible for the oversight, efficiency, effectiveness, and compliance of the fiscal operations of the college.

Core Responsibilities

  1. Serves as the primary financial advisor to the Dean, associate and fellow deans, department chairs, and center directors, providing strategic guidance, financial information, and data-driven allocation recommendations to achieve their goals.

  2. Leads the college's comprehensive annual budget process, understanding specific unit needs and aligning resources to best support each unit and the college.

  3. Ensures the college's financial soundness by developing and implementing robust fiscal policies, internal controls, and reporting tools, while ensuring compliance with university, state, and federal laws and policies.

  4. Prepares and analyzes monthly and year-end financial reports for college leadership and faculty, identifying trends and ensuring compliance across all funding sources, while providing data analysis for internal and external customers.

  5. Holds signature authority for all Dean's Office accounts and serves as a financial delegate for department and faculty accounts.

  6. Collaborates with college leadership and the Provost's Office to develop competitive faculty startup packages, identify existing resources, and optimize resource usage efficiently to support faculty in achieving their goals.

  7. Partners with college and department leaders to align course offerings as efficiently and effectively as possible to meet student demand within resource constraints.

  8. Advises new faculty on the management of their startup funds to ensure research needs are met within required spending timelines.

  9. Collaborates with the Research and Business Service Centers to manage and approve research-related transactions, including cost-sharing, pre-award accounts, and post-award financial corrections.

  10. Serves as the point of contact for college finance and administrative matters, and identifies and prioritizes issues, conducts thorough analysis to determine effective solutions, increase awareness of budgeting model, and communicates with relevant stakeholders to ensure successful resolutions, while implementing preventive measures to avoid recurrence of problems.

  11. Designs, implements, and documents streamlined business processes to enhance efficiency, internal controls, and data integrity of administrative services, and leads the change management efforts for operational process changes.

  12. Develops and maintains the infrastructure and resources necessary to support and enhance the college's business operations.

  13. Supervises the Business Service Center, providing leadership, best practices, tools, and training on key transactions including hiring, procurement, payables, travel, funding source usage, fund accounting and account reconciliation.

  14. Advises and partners with college leadership and People Excellence on human resource matters, including the evolving organizational structure, position descriptions, policies, training, and staff development.

  15. Represents the college in university-wide business meetings and cultivates key partnerships with central administration, academic affairs, and research offices to ensure effective collaboration.

  16. Performs additional duties as assigned.

Required Qualifications

  • Bachelor's Degree in a related field.

  • Seven (7) years of related work experience.

  • This position may require the ability to maintain the security and integrity of UT San Antonio and its infrastructure per Texas EO-GA-48.

Preferred Qualifications

  • Master's degree from an accredited institution in Accounting, Finance, Business Administration, Public Administration or related.
  • Certified Public Accountant (CPA).
  • Fund accounting experience.

Working Conditions

  • Normal office conditions. Occasional overtime and evening hours. 

Physical Demands

  • Sedentary work; sitting most of the time.  Jobs are sedentary, if walking and standing are required, only occasionally.

This position will work primarily on campus. Travel and parking expenses are the employee's responsibility.

This position is contingent upon a successful background check. Verification of a valid driver's license and Motor Vehicle Record (MVR) may be completed as applicable. Applicants selected must be able to show proof of eligibility to work in the United States by time of hire.
