Classification Pay Scale
In compliance with SB 1162, Western University of Health Sciences is providing a pay scale for this position. The pay scale reflects the minimum and maximum target for new hire salaries for this position. Within this range, the individual pay is determined by a variety of factors, including but not limited to job-related skills, experience, relevant education or training, and work location. Please note that the compensation details listed reflects the base salary only.

Expected Pay Scale
Minimum: $110,000.00 Annually
Maximum $120,000.00 Annually

Job Summary

Under direction of Associate Vice President, ISS Division, the Manager of Environmental Health and Safety (EHS) is responsible for managing the daily operations of the University's Environmental Health and Safety programs to promote a safe, healthy, and compliant campus environment. This position implements environmental health and safety programs, conducts inspections and risk assessments, coordinates regulatory compliance activities, delivers safety training, and supports emergency preparedness initiatives across the University.

The Manager works collaboratively with faculty, staff, students, regulatory agencies, and campus departments to ensure compliance with applicable federal, state, and local environmental health and safety regulations while fostering a proactive culture of workplace safety.

Individuals must possess the knowledge, skills, and abilities or be able to perform the essential functions of the assigned classification, with or without reasonable accommodation(s), using some other combination of skills and abilities. Necessary knowledge, skills, and abilities are as follows:

Working knowledge of OSHA, Cal/OSHA, EPA, DOT, and hazardous waste regulations.
Knowledge of laboratory safety practices and chemical hygiene programs.
Ability to conduct workplace inspections and hazard assessments.
Strong organizational and project coordination skills.
Ability to prepare reports, maintain regulatory records, and communicate effectively with regulatory agencies.
Excellent interpersonal and customer service skills.
Strong written and verbal communication skills.

Ability to:

Ability to manage multiple priorities while maintaining regulatory compliance.
Demonstrate a commitment to working in an organization that values and promotes humanism.

Required Qualifications

Education:

Bachelor's degree in Environmental Health, Safety, Industrial Hygiene, or a related field; Certification in Applied Environmental Health and Safety.

Experience or Training:

Three (3) to five (5) years of progressively responsible experience in Environmental Health and Safety.
Experience conducting safety inspections, incident investigations, and regulatory compliance activities.

Preferred Qualifications

Preferred degree or qualifications, licenses, certifications. Additional years of experience or type of experience.

Master's degree in Environmental Health, Public Health, or Safety Management, with relevant professional certifications (e.g., Certified Safety Professional).
Experience working in higher education, healthcare, research laboratories, or similar regulated environments preferred.
Previous supervisory or lead experience preferred but not required.
Certified Safety Professional (CSP).
Certified Industrial Hygienist (CIH).
Certified Hazardous Materials Manager (CHMM).
OSHA 30-Hour General Industry.
HAZWOPER 40-Hour.
Registered Environmental Health Specialist (REHS) (preferred).

Essential Job Duties

Leadership and Personnel Management:

Provides direct supervision, coaching, performance management, and professional development for the Chemical Hygiene Officer and Environmental Health & Safety Specialist.
Establishes priorities, assigns work, conducts performance evaluations, and ensures staff effectively support departmental goals and regulatory compliance.
Promotes collaboration, accountability, and continuous improvement within the Environmental Health & Safety team.

Environmental Health & Safety Program Administration:

Implements and manages university Environmental Health & Safety programs, policies, and procedures to ensure compliance with OSHA, Cal/OSHA, EPA, DOT, and other applicable federal, state, and local regulations.
Oversees the operational execution of laboratory safety, chemical hygiene, hazardous waste management, biosafety, and environmental compliance programs.

Training and Safety Education:

Coordinates and delivers environmental health and safety training programs for faculty, staff, students, and contractors.
Ensures completion of required compliance training, maintains training records, and promotes a culture of safety across the University.

Inspections, Hazard Assessments, and Risk Management:

Conducts laboratory, workplace, and facility inspections; performs hazard assessments; identifies compliance deficiencies; recommends corrective actions; and monitors completion of corrective measures.
Coordinates with Facilities, Public Safety, and department leadership to mitigate identified risks.

Incident Investigation and Emergency Preparedness:

Leads investigations involving workplace injuries, hazardous material incidents, laboratory accidents, and near misses.
Assists with emergency preparedness planning, hazardous material response, emergency exercises, and business continuity efforts while coordinating with Public Safety and external emergency response agencies as needed.

Regulatory Compliance, Reporting, and Committee Participation:

Coordinates hazardous waste management, chemical inventory systems, regulatory reporting, permit compliance, and agency inspections.
Serves as the Environmental Health & Safety representative on university safety committees, including the Institutional Biosafety Committee and Radiation Safety Committee, and collaborates with internal stakeholders to maintain regulatory compliance.
