POSITION OVERVIEWUnder general direction, plans, organizes and directs the not-for-credit, fee-based community educational programs and classes that promote the District's educational goals; directs the operations, educational programs, markets and promotes program services by establishing relationships with local businesses, school districts and community organizations to design and offer training, programs and services that provide continuing and lifelong learning opportunities to students and the community; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICSThe Director of Community Education is differentiated from other Directors by its responsibility for directing non-apportionment, revenue-generating programs including management of Community and Continuing Education, Contract Education, the Emeritus Students College of Marin (ESCOM/Emeritus Program), camps and clinics.
Essential Functions
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
- Plans, organizes, directs, controls, integrates and evaluates the work of the Community Education Department; with assigned employees, develops, implements and monitors long-term plans, goals and objectives focused on achieving the District's mission and priorities; manages and directs the development, implementation and evaluation of plans, policies, systems and procedures for the school and community partnerships programs to achieve annual goals, objectives and work standards.
- Plans, implements and evaluates operations of community enrichment and professional development classes; evaluates viability, effectiveness and demand for current and new classes, programs and enrichment opportunities in coordination with the academic and student services deans, directors and department chairs; develops new services and programs for the department in compliance with state and local policies and guidelines to expand and increase services to students and the community.
- Participates in the development of and monitors performance against the department's annual budget; administers the department budgets, including grants and other outside funding; develops financial projections and statistical reports as required; develops multiyear plans for large purchases; approves purchase requests for supplies and equipment; monitors revenue and fee collection; ensures the department's grant funding and partnership-related fiscal matters are handled in accordance with District policies and regulations as well as appropriate state and federal laws and regulations.
- Oversees the selection and management of department instructors and staff; establishes performance requirements, monitors performance and provides coaching for performance improvement; may participate in grievance hearings and take disciplinary action, up to and including termination, in accordance with College human resources policies and labor contract agreements.
- Develops effective partnerships and relationships with businesses, campus support groups such as ESCOM, county agencies, private industry, and community-based organizations to develop and implement enrichment programs that provide continued education and community engagement with the District; assesses community and industry-specific demand and lifelong education and training needs.
- Collaborates with academic deans, department chairs, other faculty and staff to evaluate Community and Contract Education course proposals; develops class schedules, pursuant to proper course articulation policies and standards, student diversity, student needs and program requirements including building, fostering and advancing student-centered programs, services, events, outreach and activities that are integrated with division goals and objectives.
- Develops rate structures and evaluates the effectiveness and financial viability of new and existing classes, programs and partnership opportunities; researches, evaluates, recommends and implements externally-funded initiatives and opportunities, especially in Contract Education usage and management.
- Initiates, directs, designs and conducts applied research and program/service evaluation projects that support the District's decision-making, program planning and review processes, institutional effectiveness, professional development, and grants development; develops and updates reports and data- tracking success measures for enrollment, participant support, and programs in area of responsibility; ensures timely and accurate reporting of mandated reports and data.
- Makes presentations to the Board of Trustees, Executive Leadership and other groups; represents the District and presents at community meetings and events and at local, regional, state and national conferences, meetings, workshops and training seminars.
- Fosters an environment that embraces equity-minded practices, integrity, trust and respect; supports, implements and promotes compliance with the College's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs and services.
OTHER DUTIES- Refers people to other offices, services, campus locations and resources as appropriate.

Requirements & Desirables
REQUIREMENTSEducation and Experience:- Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be graduation from an accredited four-year college or university with a bachelor's degree in a related field and at least five years of experience in a college-level or fee-based community enrichment or contract education program; or an equivalent combination of training and experience.
- Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender, sexual orientation, and ethnic backgrounds of community college students.
Licenses and Certifications:A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
DESIRABLE QUALIFICATIONSA master's degree and at least three years of management experience in adult education.

CONDITIONS OF EMPLOYMENTPrior to employment, the selected candidate will be required to complete the following:

California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
4. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (
California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Supplemental & Salary Information
CLASSIFICATION & RETIREMENT PLANThe Director of Community Education position is a classified administrative position, in compliance with all applicable sections of the California Education Code. Classified administrators also participate in the California Public Employees Retirement System (CalPERS) through District and employee contributions. Classified administrative employees are employed subject to the terms and conditions set forth in the individual's employment agreement with the District.
SALARY INFORMATIONFLSA Status: Exempt
Salary Grade: Management Level 43 (M43)
Full Salary Range: $129,828 - 165,180 annually
Starting Salary Range: $129,828 - $139,080 annually (Step 1 to Step 3). Background and experience will determine placement. Step 3 is the maximum entering step.
