Job Summary/Basic Function
To provide design and construction project management and coordination of major capital construction projects and planning initiatives from inception through occupancy that are consistent with the Master Plan, Capital Plan, and support University strategic initiatives. Manage smaller projects as needed to support Physical Plant and the University mission. Work includes producing feasibility studies, project programming, develop schedules and budgets, selection and management of design and construction partners, and coordination with University constituents. Works in conjunction with University Architect on assigned projects.

Essential Functions and percent of time
Construction Management- Solicit, receive and evaluate bids, following established State OFCC procedures. Assist the A/E and or lead in preparation of Letters of Intent, Notices to Proceed and Construction Contracts. Responsible for collecting contractual documents in specified timeframes for submission to the State Architects office. Ensure construction projects comply with established scope, schedule and budget. Proactively engage end users to provide project updates and advise them on potential operational impacts of construction activities. Conduct construction meetings and all construction administration duties including process pay applications, change orders, requisitions and purchase orders. Perform procurement of furniture, equipment, and supplies through the Wright Buy system as needed to support the project. Perform field inspections to ensure work conforms with standards and design documents. Responsible for coordinating utility shutdowns. This work may include after hours and or weekend availability. 40%
Pre-Design Phase - Facilitate the development of project scope, schedule and budget for all project sizes and types with the project requestor, end users and the University Design Advisory Committee. Work includes writing Programs of Requirements and developing accurate schedules and budgets, and advising end users on project delivery methods. 20%
Design Phase - Facilitate the selection process of external Design Partners in accordance with applicable State and University policies and procedures. Coordinate the completion of technical proposals and assist in preparing design contracts for signature. Manage the Design Partner to ensure compliance with defined scope schedule and budgets. Conduct Design Phase Reviews with Design Partner, End Users, University Design Advisory Committee and other pertinent University or external constituents. Prepare documents for public bid and manage the bidding process. Process Design Partner pay applications. 20%
Occupancy/Close Out - Facilitate the occupancy phase of the project, including moving, signage, key requests and training coordination. Provide warranty assistance as required to WSU Physical Plant to support their mission to maintain the University facilities. Keep organized and maintain data base and paper records of project documents (submittals, RFI's, change orders, budget, schedule, purchase orders, payments, close out documents, as-built drawings, etc.) for future reference and for project archiving. 10%
