Job Summary

Develops, manages, and administers programs designed to protect AU research community faculty, staff, students, and patients from harm due to exposure to hazardous chemicals; to prevent chemical contamination of AU facilities and environment; and to ensure compliance with national, international, and local regulations and guidelines for use of hazardous materials. These programs include research chemical safety program; academic chemical safety program; animal use chemical safety program; hazardous waste disposal program; and controlled substances destruction program. Serves as Institution Chemical Safety Officer, and institution Right to Know Officer.

Responsibilities

The duties include, but are not limited to:

CHEMICAL SAFETY PROGRAM MANAGEMENT:

• Serve as appointed Institution Chemical Safety Officer.

   

• Establish and implement strategic goals and objectives for AU Chemical Safety program.

   

• Consult with AU Principal Investigators regarding mitigation of chemical hazards, methods for maintaining compliance with hazardous materials regulations, and hazardous waste disposal. Provide guidance on engineered controls, administrative controls, and personal protective equipment.

   

• Develop, recommend, implement, review and revise university policies and procedures regarding Chemical Safety principles and practices.

   

• Develop and conduct Chemical Safety audits for research laboratories to ensure that standards are rigorously followed, and corrective measures are completed.

   

• Maintain a university chemical inventory database, and a library of corresponding Safety Data Sheets.

   

• Prepare official communications on chemical inventories to regulatory authorities.

   

• Certify shipments of hazardous materials from the university.

   

• Investigate incidents and injuries involving chemicals, identify root causes, and guide corrective actions.

   

INSTITUTIONAL CHEMICAL SAFETY COMMITTEE ADMINISTRATION:

• In conjunction with the Chair, Institutional Chemical Safety Committee establishes and implements strategic goals and objectives.

   

• Receive and review applications for hazardous materials use; develop and present
  associated risk assessments and recommendations for hazard mitigation, including engineered containment requirements.

   

• Develop, recommend, implement, review and revise university policies regarding hazardous materials use.

   

• Develop and provide on-going committee member qualification training.

   

• Prepare and distribute committee meeting agendas, communications with research investigators, and meeting minutes.

   

RIGHT-TO-KNOW PROGRAM:

• Serve as the institution's appointed Right-to-Know Officer.

   

• Develop and provide Hazard Communication training.

   

CONTROLLED SUBSTANCE PROGRAM:

• Monitor university compliance with Drug Enforcement Administration (DEA) requirements for controlled substances.

   

• Provide consultative services to research investigators using controlled substances on storage, inventory, security, and destruction requirements.

   

• Offer DEA-approved controlled substance destruction services to university research community.

   

• Maintain current records of DEA and Georgia Board of Pharmacy licenses for AU researchers.

   

CHEMICAL SAFETY EDUCATION AND TRAINING:

• Informs and educates faculty, staff, students, and other constituencies regarding Chemical Safety issues.

   

• Develops comprehensive Chemical Safety educational programs for clinical/research laboratories.

   

• Conducts initial Chemical Safety training; qualification training for the transport of hazardous materials; and task-specific Chemical Safety for facilities operations personnel, and environmental services personnel.

   

• Present professional development training on Chemical Safety to EHS staff.

   

TECHNICAL CONSULTATION:

• Provide technical consultation by serving as an ex-officio member of the Institutional Animal Care and Use Committee (IACUC), Institutional Review Board (IRB), and providing special reviews of IACUC and IRB protocols involving hazardous materials use.

   

• Provide guidance and input to the Occupational Health program for faculty, staff, and students working with hazardous chemicals.

   

• Provide guidance and input to project management regarding the design or renovation of facilities for containment of hazardous materials. Assess construction work for hazard controls by participating in the Pre-Construction Risk Assessment/Infection Control Risk Assessment meetings as required.

   

EMERGENCY RESPONSE:

• Develops and implements emergency response procedures for incidents involving hazardous materials.

   

• Respond to hazardous materials incidents.

   

• Designated Emergency Operations Center responder to provide advice to EOC staff on response to, and mitigation of emergencies involving hazardous material.

   

ADDITIONAL RESPONSIBILITIES:

• Manage, lead, and develop subordinate chemical safety staff.

   

• Serve as a member of EHS Senior Staff, assisting in the overall management of division.

   

• Maintain records and data relating to chemical safety programs.

   

OTHER DUTIES: Perform all other job-related duties as assigned.

Required Qualifications

Master's degree in Chemistry, Chemical Engineering, Industrial Hygiene, or related physical science from an accredited university, along with four years of chemical safety and hazardous waste program management experience in a university environment.

OR

Bachelor's degree in Chemistry, Chemical Engineering, Industrial Hygiene, or related physical science from an accredited university, along with seven years in increasingly responsible management roles in chemical safety and hazardous waste management.

Preferred Qualifications

HAZWOPER training. FEMA emergency response training. Certified Hazardous Materials Manager. Certified Safety Professional.

Knowledge, Skills, & Abilities

KNOWLEDGE
Broad knowledge of chemical safety programs sufficient to serve as a recognized subject matter expert for Augusta University, with responsibility for developing policy and program objectives, appraising programs, and providing consultative services to management and technical personnel on a wide variety of hazardous materials problems.
Organic and inorganic chemistry, hazard classification systems for chemical agents, risk assessment for hazardous materials use.
Chemical safety techniques and standard laboratory practices, engineering and administrative controls for chemical safety, regulations governing chemicals in work place.
Chemical safety for animal use in research.
Regulatory requirements and guidance for control of chemical hazards and destruction of controlled substances.

SKILLS
Excellent written and oral communication skills to convey complex information on conditions, requirements, and courses of corrective action to a broad constituency, including students, staff, faculty, and senior management.
Skills to plan, supervise, and evaluate work of subordinate staff; provide mentoring and professional development; and balance mission and resources.
Conduct surveys and evaluate health hazards in a large and complex academic/medical environment, including technically complex and various work processes, frequent changes in operations, the introduction of new or exotic materials, and difficult engineering and/or economic feasibility considerations in the control of chemical hazards.

Evaluate information against a set of standards.
Use scientific instruments and equipment.
Make a decision or solve a problem by using logic to identify key facts, explore alternatives, and propose quality solutions.

Shift/Salary/Benefits

Shift: Days/M-F (Work outside of normal business hours may be required)

Pay Band: B16

Salary: Minimum $95,200/annual

Salary to be commensurate with the qualifications of the selected candidate within the established range (generally minimum midpoint) of the position.
