Budget Analyst - Academic Affairs

Hiring Department

The University of Texas Permian Basin welcomes applications for the position of Budget Analyst

Salary Range

$62,000.00 depending on qualifications

Essential Functions

The Budget Analyst position, under general direction by the University Budget Manager in the division of Business Affairs, is responsible for managing and maintaining all budget activities of the Academic Affairs Division. The person in this role will ensure that budgeted and actual revenues and expenditures of the division are monitored and reconciled as required. You will also provide support to the Vice President of Business Affairs in development, implementation, and management of operational and capital projects for the Academic Affairs division.

Leads the annual budget development effort for the Academic Affairs division.
Manages the day-to-day maintenance of the Academic Affairs budgets.
Assists in the preparation of legislative appropriations requests, revenue and expense projections, final reports, and other specialized financial reports and analyses for the division of academic affairs.
Provides direction and counsel to academic and staff personnel to assist them in understanding financial reports and data, in controlling their costs and budgets, and in fulfilling budgetary requirements.
Consults with unit heads to ensure adjustments are made in accordance with program changes in order to facilitate long-term planning.
Prepares comparative analyses of operating programs by analyzing costs in relation to services performed during previous fiscal years and submits reports to the University Provost with recommendations for budget revisions or reallocations.
Analyze PeopleSoft reports and correct as needed.
Responsible for the review of all budgetary transactions for the departments, colleges, and academic affairs in collaboration with staff across campus.
Responsible for developing Excel spreadsheets as needed to track department's financial data.
Responsible for monthly monitoring and/or reconciliation of budget balances to provide feedback to the deans and others.
Provides details about current resources available.
Ensures all accounts are expending allocated resources according to approved plans; advises deans of deviations and changes.
Responsible for forecasting fiscal collections for the Deans Offices and other academic affairs areas.
Conducts research and analysis necessary to project fiscal needs and anticipated salary savings for developing a midyear alternative spending plan and provides guidance.
Guides the Dean, managers, and area leads on UTPB and university policies, procedures, and campus practices for all budgetary work processes. In addition, this person is expected to support and assist the provost and deans with budget development, management, and reports.
The Budget Analyst trains and assists department staff in the completion of campus financial processes, purchases, and budget estimates related to the various work groups in academic affairs.

Required Qualifications

1. Bachelor's degree in a business-related field
2. Three (3) years of related experience
3. Advanced Word and Excel experience

Preferred Qualifications

1. Master's degree
2. Governmental accounting or budgeting experience
3. Experience with PeopleSoft or a similar ERP system
4. Ability to manage time and tasks
5. Be detail oriented and self-motivated
6. Strong work history of problem solving and communication skills

Generally, the hours for this position are Monday through Thursday, 7:30 - 5:30 pm; Friday, 8:00 am - 12:00 pm with a one-hour lunch. The individual holding this position may need to be available early morning, evening, and on weekends to meet the needs of the department. Hours worked may differ with some departments.

Standard Working Conditions

1. Able to lift various materials up to 25 pounds on an occasional basis.
2. Able to bend, crouch, and reach continuously.
3. Physically able remain seated, frequently to continuously.
4. Able to remain standing up to 15% of the time.
5. Possesses dexterity abilities required to perform job duties including extensive keyboard work, operating office equipment, performing filing, and other job-related responsibilities that include extensive wrist and hand movement.
6. Standard working conditions may differ depending on department and occupation
