Position Summary
Responsible for the leadership and management of the organization, performing complex and highly responsible duties to attain organizational and district goals.


Required Knowledge, Skills & Abilities
Experience in developing business and operational plans that demonstrates a clear understanding of organizational policies/procedures. Ability to plan and implement projects related to the department’s strategic plan that accomplish the vision, mission, and goals of the organization. Knowledge and ability to comply with applicable federal, state and local regulations. Ability to stay up-to-date with trends and best practices related to area of responsibility. Ability to generate various needs assessments to determine the effectiveness of programs or processes that could broaden and/or enhance client service. Ability to adapt to changing conditions, effectively communicates changes, and build commitment to overcome resistance to change. Must have strong leadership qualities and team building skills. Ability to operate independently and employ solid decision-making skills. Demonstrated commitment to high professional ethical standards and a diverse workplace. Able to maintain confidentiality as required. Minimum Knowledge and Experience
Master’s degree plus three (3) years of experience in related field, including knowledge and support of purchasing systems such as Colleague, Jaggaer/SciQuest, Concur, etc.  Official transcripts will be required.  *** Must have current and valid driver’s license.  ***Will be subject to a criminal background check.  Some positions may be subject to a fingerprint check. ***

Essential Duties and Responsibilities
Responsible for managing various supplier diversity and sourcing activities to facilitate DCCCD’s compliance with all applicable rules, regulations and laws related to small and diverse business enterprise procurement. Develops and maintains supplier diversity business case and program strategy in alignment with district goals and objectives. Leads key supplier diversity initiatives or projects with high business impact, including but not limited to budget, spending, relationships, etc. Leads initiatives focused on supplier outreach, relationship management and utilization strategies. Supports key procurement functions such as sourcing, proposal scoring, and supplier certification/qualification processes. Continues to stay abreast of regulatory changes, trends and best practices concerning supplier diversity/industry standards and uses this information to train all supplier development staff. Create and execute compelling marketing and communications programs that drive growth and enable the district to deliver on its vision and values as a strong partner to our stakeholders and suppliers. Monitor, analyze, interpret and report program results; as well as make recommendations that maximize business and community impact. Organize, plan, coordinate, collaborate, and manage all supplier related functional E-Procurement projects connected with Total Supplier Manager. Interact with internal/external organizations and associations to disseminate information pertaining to overall business opportunities with DCCCD inclusive of diversity opportunities. Ensure compliance with policy and procedures as they relate to business opportunities for all businesses including diversity businesses. Lead the supplier and diversity team at DCCCD to develop and grow healthy, productive relationships with our suppliers and brokers within the DCCCD community network. Build relationships with key advocacy organizations to negotiate productive partnership agreements with mutual benefits. Acts as a liaison and serves on committees, advisory boards and councils of advocacy organizations related to supplier diversity. Manages the district’s engagement with key supplier diversity outreach events and initiatives. Assist in the development, and delivery of presentations to external groups as required. Manages the day-to-day processes, technical, professional and administrative work to ensure increased opportunities for all business enterprises and Diversity/M/WBE enterprises. Oversees training of all areas of Total Supplier Management E-Procurement system. Answers questions and concerns from both internal and external users. Certifies that contract award recommendations prepared for approval are compliant with Diversity Business Program requirements. Execute timely responses to RFPs district- wide. Completes required DCCCD Professional Development training hours per academic year. Utilizes solid interpersonal, listening, oral and written communications when communicating with a diverse array of stakeholders and constituents internal/external to the DCCCD community network. Provides exemplary customer service. Performs other duties as assigned.
