Department Summary

The Central Business Service Offices (CBSO), a shared service office, provides service within the Office of the Provost portfolio. The specific services are in the areas of Finance, Human Resources, Payroll, Purchasing, Contracting, Travel, and Accounts Payable.

The mission of the shared services group is to provide consistency through centralized services, offering our expertise in processing a wide variety of financial and human resources transactions and functions including acting as a liaison to the Business Affairs Office, Purchasing and Contracting Services, and University Human Resources, and Payroll Administration. We are committed to providing superior customer service and creating partnerships with our customers to ensure their needs are fulfilled to the highest standard.

The CBSO unit provides shared services for several organizations within the OtP portfolio including:

College of Design
School of Journalism & Communication
College of Education
Clark Honors College

The units supported by CBSO constitute a large business enterprise consisting of more than 2,500 employees and a total budget of more than $100 million in budgeted operations funds. There are additional operations funds such as foundation funds, research funding, designated operations, and other non-general funds, an estimated $15M before foundation funds. The CBSO also works with multiple employee category types funded from various sources such as sponsored, gift, and foundation funds and research, outreach, and designated ops org funds. The CBSO also handles these fund transitions in addition to budgeted operations funds.

Position Summary

This position manages and provides hands-on work for personnel and pay actions, annual processes, monthly payroll processing, and reporting for all employee groups supported by the CBSO. This position will also manage projects for strategic initiatives, plan and execute administrative processes, and recommend and implement process improvements.

This position regularly exercises independent judgment and develops unit policies and procedures involving personnel and office staffing resources. In addition, they interpret and apply the appropriate policies, procedures, rules, and regulations to ensure compliance with all applicable entities.

This position will support and facilitate effective communication, high standards of workplace conduct, and interpersonal problem-solving with high levels of confidentiality, sensitivity, and cultural awareness. The position is expected to use diversity, equity, inclusion, and accessibility frameworks in every aspect of its responsibilities.

The person in this position reports directly to the Assistant Director of CBSO Business Operations and bridges between Business Operations and Human Resources.

This position will supervise a small team of SEIU-represented classified staff and collaborate with HR staff in the CBSO who will assist with the completion of the personnel and pay actions.

 

Preferred and Required Qualifications

Minimum Requirements

  • Bachelor's degree or equivalent experience and skills.
  • Three years experience as a human resources or payroll professional in a large and complex organization that includes any of the following: personnel and pay actions, HRIS data management, compliance, HR analytics, and/or payroll management or time entry.
  • One year of supervisory or lead work experience.

  • Excellent interpersonal skills and ability to work effectively with individuals from different backgrounds and with diverse life experiences and learning styles.
  • Ability to handle sensitive and confidential materials and issues with care and tact.
  • Ability to manage multiple priorities, identify long-range goals, design realistic plans to attain them, and meet deadlines.
  • Ability to exercise sound judgment, diplomacy, and perceptual objectivity for effective decision-making.
  • Ability to manage change in a complex environment, and adjust planning and activities to support changing priorities.
  • Knowledge of compensation-related laws, rules, regulations, policies, and collective bargaining agreements; understands their impact on the unit, and how to implement and apply them to maintain compliance.
  • Ability to process a high volume of timesheets and pay actions in a timely and accurate manner.

Preferred Qualifications

  • Experience working at a large university or public sector organization.
  • Human Resources credential (for example, SHRM-CP/SCP, PHR, etc.)
  • Payroll credential (for example, APA-FPC, APA-CPP)
  • Experience with Banner or similar enterprise resource planning system.
  • Experience applying collective bargaining agreements to personnel and pay actions.
  • Experience giving presentations and/or training.
