Systems and Compliance Analyst, Student Accounts

Job Description Summary:
The Systems and Compliance Analyst is responsible for maintaining systems, identifying and acting on opportunities for enhancement in order to increase efficiency and service, and monitoring for compliance-related errors or issues.

Specific Duties:

  • Responsible for maintenance of A/R jobs and modules in Banner, identifying areas of improvement and enhancing systems to improve efficiency and service. Monitors for potential compliance breeches. Manages and improves interface between Banner and third party vendors, such as Transact (payment portal), FormFusion (e-bills), Debtmaster (Collections), Banner Document Imaging (BDMS), Workflow, Student Retention Performance (SRP) and Cognos reports as they relate to A/R.
  • Builds, updates and reviews tuition rules in Banner and performs tuition validation and audits to ensure that all charges to students’ accounts regarding tuition and fees are compliant with published tuition listings. Creates annual 1098Ts; Reviews and audits for compliance with IRS regulation.
  • Organizes and prepares a variety of technical reports, including creating and running population selections in Banner. Locates and extracts data from a variety of information sources using the following reporting tools: Cognos ODS and Microsoft Access. Must be able to write ad-hoc reports.
  • Develops regular training materials, sessions and trains students and staff on optimal use of Banner INB, Banner Self -Service (web), Transact, and the Debtmaster Systems. Provides support to university-wide users of Banner A/R
  • Researches, troubleshoots, and advises on software interfaces with the Ellucian Enterprise System.

  • Makes recommendations on possible enhancements and timing of installations. Defines business needs and analyzes impact of system upgrades and patch releases to existing A/R processes to determine the potential impact to process flow. (systems include; Banner, Transact, Debtmaster, Starrez and Xerox)
  • Manages the disbursement of Federal, state and institutional financial aid into students’ accounts; monitors and audits output and results to ensure compliance with all Federal, State of California and internal requirements and policies.
  • Identifies, recommends and executes and enhancements and integrations with third-party vendor systems, such as Transact, to improve user interface and student experience.
  • Extracts, prepares and transmits student data in requested html, flat file, and/or csv. format to our bookstore, and dining service providers.
  • Responsible for maintaining the Student Accounts website, using Word Press, and student portal. Issues mass communication through email and billing.
  • Creates new detail codes for use in transaction posting, ensures proper bank account and cost or revenue source attachment. Reviews existing detail codes to ensure they are up-to-date and compliant with GAAP and internal policies.
  • Reviewing feed from AR to the GL on a weekly and monthly basis. Responsible for posting all A/R activity as well as researching and resolving any errors.
  • Manages, in conjunction with the Office of Financial Aid, discounted scholarship programs.
  • Runs interface(s) from Accounts Receivable (Banner) to Finance (Bitech) on a weekly and monthly basis. Responsible for posting all A/R activity as well as researching and resolving any errors.
  • Participates in student orientations, informational meetings and training sessions. Some evening and weekend hours are required. Represents the Office of Student Accounts as a speaker and provides important information about payment options, financial counseling services, important dates, refunds and book authorizations.
  • Prepares and runs month and year end Accounts Receivable processes and reports for interim and yearly audits.
  • Provides support and coverage to the day to day operations during peak periods
  • Other duties as assigned

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university in the computer information systems, business administration or a closely related field.
  • Two years of programming and/or systems analysis experience.

Preferred Qualifications:

  • Two years working in an accounting or post-secondary setting.
  • Experience with Banner and TransAct.
