Job Description Summary
The Senior Information Technology Project Leader will be responsible for overseeing all data management and analytical tasks related to the contract between Penn Center for Mental Health (CMH) and Community Behavioral Health. This includes executing data transfers, constructing analytical datasets, and training and supervising junior data analysts. They will also oversee the operations of the Penn CMH Health data server, which supports Penn CMH faculty's research that uses data protected health information. This includes coordinating with PMACS/DARTS for server updates, software licenses, and data storage, and providing training and consultation to Penn Center for Mental Health faculty, postdocs, and research staff
The Senior Information Technology Project Leader will be responsible for overseeing all data tasks related to the contract between Penn Center for Mental Health (CMH) and Community Behavioral Health and related to the Penn CMH data server. Duties include the handling of data transfers for insurance claims and related datasets from the City of Philadelphia, construction of analytical datasets for evaluation, and supervision of a junior data analyst, who will also support the contract with Community Behavioral Health. They will take a leading scientific role on all projects related to the contract and present regularly to our city partners. Their oversight of the Penn CMH Health data server will involve any data involving protected health information that is used for Penn CMH faculty research projects. Finally, they will be responsible for providing training and consultation to Penn Center for Mental Health faculty, postdocs, and research staff on data server use, best practices for handling data including private health information, and will be available on an as needed basis for the development of grant applications and other presentations.
Bachelor of Science and 3 to 5 years of experience or equivalent combination of education and experience required. Experince in server management and data analytics required. Successful candidate must have: (1) advanced skills in database development and data analysis; (2) expertise in SAS; (3) experience working in the fields of: mental health, substance use treatment, quasi-experimental methods, and insurance claims-based analyses; (4) advanced problem-solving abilities and excellent verbal and written communications skills; (5) demonstrated ability to work independently and as part of a team

Salary offers are made based on the candidate's qualifications, experience, skills, and education as they directly relate to the requirements of the position, as well as internal and market factors and grade profile.
