The mission of the School is executed by approximately 20 ladder-rank faculty, 8 emeriti faculty, 133 full and part-time clinical faculty, 70 staff, 30 professional researchers, 20 graduate students, and 26 visiting faculty and postdoctoral research scholars. The staff includes professional, health care, technical, research, and clerical representation and provides support to a complex array of functions.

We educate an estimated 320 students annually. Our O.D. program is a 4-year program with clinical training provided at 2 campus clinics, 10 satellite clinics (community care), 7 VA clinics, and 24 external clinics across the country. Our one-year post-graduate residency programs provide advanced clinical education in specialty areas of optometry to 18 residents with placement on and off-campus and our Vision Science program consists of 40 Ph.D. students.

The Optometry Clinic provides comprehensive optical care services to the entire campus population and the general Bay Area community, with approximately 80,000 annual visits to Optometry Clinics at Minor Hall and the Tang Center. The Optometry Clinic is open 7 days per week and approximately 358 days per year.

Reporting to the Associate Dean for Clinical Affairs and the Sr. Assistant Dean of Operations, the Assistant Dean of Clinical Operations will manage the Herbert Wertheim School of Optometry and Vision Science optometry clinic enterprise. The Assistant Dean of Clinical Operations will provide administrative and clinical operations leadership and will support the academic and clinical mission, and direction of the optometry clinic enterprise including financial and personnel management, fiscal compliance, risk management, resource and space planning, the administration of systems, performance and process improvement, evaluation of patient flow, registration and other service initiatives. The Assistant Dean of Clinical Operations has responsibility for the management of all administrative personnel, including clinic supervisors, patient services staff, dispensary staff, and privacy and compliance staff.

The Assistant Dean of Clinical Operations will assist their team with coordinating many day-to-day health care duties with improving workflow efficiency and is expected to cultivate a clinic culture that is responsive to patient care and clinical learning. The Assistant Dean of Clinical Operations is responsible for all aspects of risk management, including the evaluation, implementation, and strengthening of internal controls and audit systems for financial management, personnel management, purchasing and information technology. The Assistant Dean of Clinical Operations serves as a liaison with all governmental and non-governmental bodies that affect the school's current and potential financial situation.

The Assistant Dean of Clinical Operations will support the Associate Dean of Clinical Affairs, who is responsible for all clinical curriculum, clinical teaching and patient care, to ensure that clinic operations support the clinical curriculum and clinical teaching mission.

The Assistant Dean of Clinical Operations will also implement the strategic and business development efforts at affiliated clinics and health systems to generate new business and increase patient value and drive revenue growth while supporting our educational mission. Develops major goals and implementation plans to support strategic objectives. Leads the implementation of initiatives to support key business strategies. Works with leadership and key internal and external stakeholders to ensure capability and capacity of clinical services and teaching are available.

Maintains a financially stable posture while facing a variety of changing government regulations, which affect the utilization and reimbursement of health care services. The position must work with management staff in developing major financial plans, including capital expenditure programs, while establishing and monitoring financial plans and budgets in general.

This is a position in a high pressured, rapidly changing academic clinic environment that requires a comprehensive understanding of all elements of health care delivery, including strategy, business planning, operations, workforce challenges and financial conditions necessary for the delivery of optometric education in a teaching clinic. These areas of responsibility and role priorities are considered fluid and may change temporarily or permanently to meet the needs of the organization.

Manages, plans and administers all administrative operations of the school's clinical operations on and off campus. The incumbent will optimize resource utilization, setting up effective administrative systems, and processes while minimizing risk for the delivery of patient care and clinical training and ensuring patient satisfaction.

  • Promote a customer-service focused clinic to meet the patient's need for care and our students' need for clinical training.
  • Provides for the measurement and interpretation of benchmarking of business operations in relation to best business practices for the healthcare industry and internal business and clinical training objectives and value improvement initiatives.
  • Presents and interprets key performance indicators on a regular basis to Senior Management.
  • Responsible for continuous performance improvement and for reporting regularly on the opportunities and risks identified.
  • Establish and maintain strong internal controls and streamlined business processes.
  • Analysis and reporting of patient-level financial and clinical data and analysis to inform operational, financial and strategic decision making.

Provides leadership and supervision to personnel.

  • Develops and monitors staff FTE, finance and human resources.
  • Performance management of staff following campus guidelines and processes.

Oversees the preparation, management and approval of proposals and contracts involving a diverse and / or wide variety of funding sources and agencies. These contracts may be with state entities, other UCs, Federally Qualified Health Centers (FQHC), etc.

  • Designated reviewer of significant finance transactions, and negotiates with outside third-parties on the school's behalf.

Risk Management

  • Responsible for all aspects of risk management, including the evaluation, implementation, and strengthening of internal controls and audit systems for financial management, HIPAA compliance, personnel management, purchasing and information technology.

Technology Support

  • Inform, design and construct clinic workflows and oversee the implementation of optimization of the electronic medical record (EMR) and other systems unique to the practice and to the medical center in partnership with the Director of IT Operations.

Space Planning

  • Evaluate operational needs, recommend renovations to improve patient flow.
  • Prepares short and long range planning for administrative services operations and improvements to processes. Establishes and recommends change to policies which affect the assigned unit(s).

Budgetary and Financial Management

  • Analysis and reporting of patient-level financial and clinical data and analysis to inform operational, financial and strategic decision making.
  • Develops and prepares budgets and financial reports for on and off campus clinical operations, in addition to preparing proposals for new partnerships.
  • In collaboration with the CFO, the incumbent oversees the service line profitability reporting, the cost accounting system, and the decision support system integration of clinical and financial data in a patient-centric repository.
  • Fiduciary responsibility to ensure financial activities, including purchasing, adhere to university and system wide policies and guidelines
  • Manage reporting and analyses of all incoming revenue streams and expenditures in partnership with CFO and Director of Financial Planning & Analysis of Clinic.
  • Development of a clinic operating budget and business plan, inclusive of patient volume, detailed utilization projections and gross revenue.
  • Assess individual business lines (ex. specialty clinics, external clinics) for financial viability, identifying problem areas, bringing in appropriate participants as needed, and reaching successful resolutions.
  • Financial information for decision-making with a focus on cost management, revenue enhancement, and benchmarking comparisons.

  • Strong verbal and written communication skills; ability to influence / persuade all levels of staff.
  • Skills in organization and customer service to effectively manage multiple important priorities.
  • Proven ability to organize department work functions in an efficient and effective manner.
  • Knowledge of relevant healthcare information technology and patient care workflows, financial, and business information technology software, tools, techniques, and systems.
  • Excellent consensus building skills and be able to navigate political landscapes.
  • Proven skills to quickly evaluate complex issues and identify multiple options for resolution.
  • Demonstrated management and conflict resolution skills to effectively lead, empower and motivate others.
  • Experience managing or working in a large complex health system or academic medical center.
  • Strong knowledge of relevant healthcare and clinic operations including billing and patient care workflows and processes.
  • Strong knowledge of relevant regulatory requirements, as well as related legislative, accreditation, licensing, and compliance environments.
  • Direct supervision of multi-discipline teams/units/direct reports.
  • To be eligible to work, clinic employees must comply with all UC Berkeley Optometry Clinic annual immunization, TB and COVID Testing Medical Screening requirements, trainings, and University and School policies.


  • Bachelor's degree in related area and / or equivalent experience / training.

  • Master's degree in health administration, business, finance, or equivalent.
  • Expert ability to establish and utilize metrics to drive excellence, support operations and facilitate integration.
  • Practice management knowledge in scheduling, customer-service methods, regulatory compliance, accreditation requirements, and/or information technology.
  • Knowledge of current and emerging best practices and technologies in the clinic/center healthcare industry.
  • Previous dental billing experience in managed care setting.
