The Division of Equity & Inclusion (E&I) provides leadership and accountability to multiple departments to resolve systemic inequities for all members of UC Berkeley through engaged research, teaching, and public service, and by expanding pathways for access and success and promoting a healthy and engaging campus climate. The Division consists of 152 career and contract staff, over 935 limited staff and undergraduate and graduate student employees, and a budget of $36M; the work encompasses direct service, programmatic support, and advice and consultation across all campus communities including undergraduate and graduate students, faculty and staff.
The Divisional Finance Leader (DFL) reports to the Vice Chancellor and has overall responsibility for financial and business services, program quality reviews and analysis, and special project execution for the Division of Equity & Inclusion. The DFL provides strategic advice and recommendations for management of division-wide financial analysis, controls and budgeting, budget development processes, business services, and program implementation in alignment with budget plans. The position executes business and financial projects in collaboration and consultation with the Vice Chancellor E&I, Assistant Vice Chancellor and Chief of Staff, and Divisional HR Manager. Additionally, the DFL has primary supervision for overarching business and financial projects of the divisional financial analysis team; provides analysis and guidance on the financial implications of human resource planning; and provides high-level analysis and support to the Vice Chancellor and Chief of Staff on special projects/initiatives. The DFL directs the workflow of financial analysts, provides financial guidance to program directors and contributes directly to projects of major strategic significance to the Division with the Vice Chancellor, Chief of Staff, Core Leadership Team, and Unit Managers/Directors. The DFL has a comprehensive understanding of the Division's structure and mission as well as financial and HR needs in order to serve as a key contributor in formulating the Division's planning in these key areas.

- Serves as Divisional Finance Leader (DFL).
- Advises on strategic budget allocation; oversees analysis and policy development for campus-wide funding issues and budget processes, resource allocations, and funding models.
- Directs the collection of budgetary and resource requirements information.
- Leads and implements the annual budget process for the Division in coordination with the VCEI, AVC & Chief of Staff, and divisional budget and finance staff.
- Performs highly complex and advanced analysis techniques, understands past performance and determines present and future performance and / or resource allocations.
- Serves on the E&I Core leadership team.
- On behalf of E&I, is responsible for ensuring the Division engages effectively with Financial Planning & Analysis and the Campus CFO, including disseminating information, requirements and timelines to the Division and writing internaltransmissions and coordinating responses within deadlines as needed.
- Projects and advises on the impact of budget changes on program delivery and services, and develops plans to accommodate them.
- Formulates strategic plans to recommend distribution of current resources, to obtain new resources, and to respond to either budget reductions or allocation of new funds.
- Reviews and approves complex financial transactions.
- Participates with high-level management in strategic thinking and planning in policy and programmatic domains.
- Develops proposals and recommendations to address issues and implement solutions in alignment with strategic goals.
- Manages resource allocation requests for compliance-based programs (e.g., Disabled Students' Program) that provide campus-wide services.
- Effectively collaborates with campus finance leadership to identify solutions and stabilize resource-challenged budgets while ensuring legal mandates, and campus student service goals, are met.
- Provides expertise and coordination with the Controller's Office, campus Financial Planning & Analysis Office, Research Administration (RA), Business Contracts & Brand Protection (BCBP), University Development & Alumni Relations Office and Berkeley Regional Services.
- Oversees security, systems access and policy compliance for E&I and is responsible for divisional business continuity plan.
- Advises on and manages high level divisional restructures (org tree hierarchy moves).
- Advises divisional and department leadership on financial impacts of program sunsets.
- Prepares and submits finance quarterly reporting processes: key controls, quarterly variance reports, flash forecast, and external audit activity.
- Oversees fiscal open and fiscal close.
- Prepares and follows up on deficit waiver applications.
- Coordinates MOUs and distribution of payments across the Division.
- Reviews position control, hiring freeze and exceptional staff salary requests and makes recommendations to the Vice Chancellor.
- Serves on high-level campus or UC system-wide committees and task forces.
- Serves as liaison with internal and external constituents.
- Financial Analysis.
- Directs, initiates, designs, and provides analytical studies, summary reports, and background materials to E&I senior leaders, departmental administrative officers and managers on proposed organization / university policies that might impact resources, staff salary funding, organization-wide budget management, budget / accounting / resource rules and best practices for budget, financial, and other resources management and administration.
- Directs, initiates, designs, and provides analytical studies, summary reports, and background materials for financial and/or resource plans, including annual resource allocation approaches, trended future requirements, operating forecasts, sources and uses, etc., that have a significant impact on individual or multiple departments.
- Reviews and analyzes the division's varied and complex funding model (unrestricted campus support, gift funds and endowments, designated student fees, contracts & grants) and provides guidance to E&I leadership and individual programs on fund prioritization, revenue generation, and best practices.
- Identifies potential competing directives that impact program budgets (e.g., campus budget restrictions that conflict with spending directives from external donors) and craft guidance for E&I leadership that enables the division to meet multiple objectives at once.
- Develops and deploys new multiyear budget methodology in support of program fundraising efforts.
- Meets regularly with University Development and Alumni Relations (UDAR) to share and discuss updated budget models.
- Reviews program operating budgets to ensure programs are meeting donor guidelines and expectations.
- Works with programs to ensure they are major-gift ready.
- Works in collaboration with the Divisional Human Resources Manager to advise and coordinate strategically on behalf of the Division and its component units in key areas where finance and human resources intersect (e.g., position control, quarterly compensation expense reviews, financial impact analysis of salary actions, and implementation of UC Path functions performed by E&I finance team and Berkeley Regional Services).
- Makes recommendations on maintaining and strengthening internal controls to protect University resources.
- Develops and makes recommendations on internal policy / procedural changes that affect functional area.
- Special Projects.
- Independently performs highly complex financial or resource research and studies for both internal department and external constituents.
- Creates and modifies complex multi-year budget models for campus-wide initiatives (e.g., Hispanic Serving Institution Initiative) in concert with high-level task forces.
- Proposes creative funding solutions and budget models to support divisional and campus-wide initiatives in a resource-constrained environment.
- Develops recharge model for divisional programs.
- Monitors and analyzes campus-based and student fee referenda fund usage across the division.
- Identifies potential shortfalls in revenue and/or expenses.
- Makes recommendations on prioritization of fund usage in collaboration with program directors.
- Generates reports and analysis as needed for committee requests.
- Uses expert understanding of industry practices and organizational policies to resolve highly complex or difficult assignments.
- Supervision and team leadership.
- Supervise, evaluate and support professional development of three professional finance staff (2.0 FTE plus additional temporary staff).
- Provide dotted-line supervision to Administrative Officers on the divisional financial team who hold financial responsibilities within their respective programs.
- Responsible for maintaining integrity of E&I budget through supervision and oversight of budget management with finance staff, including hiring, training, scheduling assignment of duties, and performance management.
- Develops and runs custom queries (SmartView templates, ad hoc CalAnswers reports) for use by the finance team to provide deeper analysis of the divisional operating budget and to identify specific revenue or expense areas that impact the overall numbers.
- Completes performance reviews of direct reports and provides input to supervisors of other members of the divisional finance team.
- Serves as subject matter expert for the team in campus enterprise systems and tools (CalPlanning, CalAnswers, SmartView, BFS).
- Provides training and professional development opportunities and maintains an effective team environment.
- Leads regular meetings of the finance team.
- Professional development; keeps up with trends in higher education.
- Attends meetings and conferences.
