The Texas Tech University Health Sciences Center (TTUHSC) is proud to announce the opening of its newest school, the Julia Jones Matthews School of Population and Public Health (JJMSPPH). This new school is the epicenter of a strategic mission to enhance the current public and population health offerings in West Texas and will interface closely with the diverse clinical community the TTUHSC provides to West Texas through our broad practice plan and multiple partnerships with local and regional hospitals, community centers, and public health departments. The inaugural Dean of the newly established School of Population and Public Health - the sixth school in the TTUHSC family of health professions schools - will provide academic, intellectual, and administrative leadership and promote quality in all facets of teaching research practice and service. The Dean will lead the ongoing development of the new school's vision and goals, integrate the School plans into the TTUHSC strategic plan, and effectively communicate the vision and goals to the constituencies within and external to TTUHSC. The inaugural Dean shall serve on the TTUHSC Academics Council and represent the JJMSPPH at TTUHSC administrative meetings.

The successful candidate will work directly with the Office of the Provost to build on our nationally recognized and accredited MPH program to grow our new school to meet and exceed the Council on Education in Public Health standards leading to full accreditation. The Dean has direct leadership responsibility and provides support for School faculty and staff. The Dean will collaborate with SPPH faculty and staff in setting and funding overall School priorities and allocate funds to carry out the school's plans. The Dean will advocate for all School programs, provide leadership to School faculty and staff, and ensure consistent quality standards in curriculum and programs that meets students' needs. The Dean oversees the academic integrity of the School and provides leadership for emergent issues and long-range planning, budgeting, curriculum, program development and leads efforts to expand interprofessional education (IPE) experiences across all School programs and campuses. The successful candidate will have national recognition and demonstrated leadership and substantial administrative experience, strong scholarly visibility within the population and public health communities, and the ability to exercise policy leadership at local, state, national, and international levels. The Dean will have a strong commitment to excellence in research, teaching, and public services and lead the School in its mission to improve the population health of local, national, and international communities - particularly priority for underserved and vulnerable population.

Major/Essential Functions

Provides strategic leadership for the Julia Jones Matthews School of Population and Public Health and supervision for all educational and research support services, including all programs and regional campuses;

Shows a high level of personal and professional commitment, enthusiasm, integrity and pride in the TTUHSC values-based culture; 

In collaboration with School faculty and staff, imagines, articulates, implements, and is an advocate for the vision for the TTUHSC School of Population & Public Health;

Embodies the institution's core values and promotes TTUHSC's values-based culture across his/her areas of supervision;

Empowers a collaborative team of faculty and staff to develop and provide innovative educational programs that prepare students to be competent and caring population and public health professionals;

Promotes excellence and enhances academic instruction, research, scholarship, creative activity, public service and the diversity of the School;

Provides leadership in advancing the missions of improving the health of local, national and international populations; establishes the School of Population & Public Health as the source of scientific advances and best practices in population and public health, now and into the future;

Provides strategic leadership for interprofessional education and simulation-based teaching within the school ensuring meaningful and diverse interprofessional education (IPE) experiences;

Provides leadership to, and oversees faculty development across the institution;

Maintains an awareness of current trends, issues, and relevant developments in the learning sciences and leadership development;

Actively collaborates with and/or mentors faculty members in pursuing scholarly activities related to areas of direct supervision;

Promotes the recruitment and retention of diverse and highly qualified faculty, staff, and students;

Assesses the institutional and external environments and evaluates support for initiatives from institutional leaders, faculty and staff, and potential benefactors;

Facilitates systematic reviews of academic policies and aligns the school's policies and processes with the University's policies;

Supports the implementation of quality education and operations consistent with goals and objectives of TTUHSC and accreditation standards;

Reviews all evaluations and files regarding the reappointment, promotion, tenure or dismissal of faculty and makes recommendations to the Provost;

Embraces data-driven decisions;

Participates in community, alumni, and donor activities;

Performs other duties as assigned to support the Provost and/or Office of the Provost.

Required Qualifications

Appropriate terminal degree for the position; in addition, progressively responsible managerial experience.

Preferred Qualifications

An MPH plus a terminal degree in a healthcare, public health, or closely related discipline, with a minimum of 5 years successful experience as Dean, or Chair in a higher education, population and/or public health school/college;

Academic credentials meriting appointment as a full professor in a School of Population and Public Health;

Experience working in and promoting a values-based culture;

Experience in establishing a new school and/or (academic, research, practice) program;

Experience with program-level accreditation;

Excellent communication skills;

Understands budget development processes and possesses strong budget management skills;

Academic experience in and/or overseeing at least 5 of the following population/public health departments: Biostatistics; Community Health Sciences; Environmental Health; Epidemiology; Global Health; Health Informatics; Health, Law, Bioethics & Human Rights; Health Policy & Management; Population Health; Public Health Leadership;

Experience and history of successful strategic management, development, and advancement of the school through strategic planning and execution;

Experience responding to or managing public health crises;

Experience with public health and population health policies including legislative endeavors;

Preference will be given to candidates who apply by November 5, 2021.
