Position Summary Oversee and direct the purchasing, surplus, insurance program, Shipping and Receiving, and Mailroom operations of the College.  Reports to Chief Financial Officer/Treasurer Essential Functions and Responsibilities -  Insurance Programo    Coordinate the renewal of all insurances (liability, casualty, worker's compensation, etc.) for the College, as well as claims administration, and processing, collaborating with the College attorney and insurance consultant as necessaryo    Ensure the timely reporting of claims for insuranceso    Develop and implement risk management activities to reduce exposure to loss in conjunction with Human Resources, Professional Development, Safety Committee, and others, as necessaryo    Review insurance coverage (liability, casualty, worker's compensation, etc.) in consultation with the Illinois Community College Risk Management (ICCRMC) consultant to ensure that appropriate coverage levels are in place to protect the College from loss at a reasonable costo    Develop and maintain a vehicle insurance compliance program-         Purchasingo    Develop and maintain College purchasing procedures to ensure efficient operations and compliance with applicable Board Policy and State of Illinois Statuteso    Develop and update the College's purchasing strategy and implement purchasing processes.  Train personnel on purchasing processes and procedureso    Implement and maintain technology, including the College's ERP, to maximize system usage and provide a process that streamlines the purchasing process o    Review and approve purchase orderso    Schedules deliveries and ensures timely fulfilment of orderso    Maintain record of goods ordered and received, o    Develop formal bid and request for proposal documents, when required, for all College purchaseso    Evaluates prospective vendors based on quality, timeliness, and priceo    Negotiate prices and contracts with College supplierso    Monitor College purchasing activity to ensure compliance with College procedures, Board Policy, and State of Illinois Statuteso    Coordinate the submission of Board Reports for purchase approvals with the requesting departmento    Prepare and update the College website regarding anticipated bids, proposals, and approvals o    Review and maintain the College's memberships and participation in purchasing groups and consortia to ensure efficient procurement of goods and serviceso    Evaluates opportunities to improve inventory and supply needs across the campuso    Review all College contracts (for renewal terms, payment terms, insurance clauses, etc.) before submission to Chief Financial Officer/Treasurer for final approval-         Othero    Oversee and direct the operations of Shipping and Receiving and the Mailroom, including providing hands on support during staff absences.o    Direct, coordinate, and evaluate the usage of College-owned and rented vehicles o    Direct and coordinate, in conjunction with the Accounting Office, the College's capital asset procedures, reporting, and valuation of fixed assetso    Maintain currency in trends in procurement and purchasing processes, procedures, technology, and trends-         Work collaboratively with others (e.g. colleagues, stakeholders, vendors) to accomplish functions and responsibilities-         Assume additional duties as assigned by immediate supervisor Required Education Bachelor's Degree from a regionally accredited institution Other Required Qualifications -  Five years experience in the public purchasing field with three years of supervisory experience-  Strong report writing and presentation skills-  Experience dealing with insurance claims and policy renewals in liability and worker's compensation insurance Desired Qualifications -  Master's Degree from a regionally accredited institution in a related field, emphasis in business field Skills and Specifications -         Proficient in technical computer applications, Microsoft Office Suite and web research-         Strong analytical, problem solving, organizational, interpersonal, and communication skills-         Able to communicate effectively to all stakeholders-         Strong collaboration skills-         Ability to work independently yet have a strong team orientation and to develop productive working relationships at all levels of the organization-         Ability to deal professionally and effectively with staff and public-         Ability to work under pressure and timelines-         Strong commitment to a customer service philosophy and work ethic-         Ability to be a "hands on" manager and problem solver-         Ability to oversee, plan, and implement major programs and services for the organization-         Ability to work in a dynamic environment and to be sensitive to change and responsive to changing goals, priorities, and needs-         Ability to oversee and manage work involving multiple units-
