Position Summary The Human Resources Partner (HRP) will support and assist the Vice President and Executive Director in supporting multiple facets of human resources, including employee relations.  Passionate about building a solid foundation of excellent employee relations practices and nurturing a positive work culture, the HRP will assist to develop practices that proactively reduce employee relations concerns and enhance the overall work environment, with a commitment to creating practices and programs that enhance employee engagement in a diverse, student-centric and community-based work environment.  In addition, the HRP will provide general HR support to other areas within HR, including but not limited to benefits, policy administration, and HR projects.   Reports to Vice President of Human Resources Essential Functions and Responsibilities -Foster and maintain effective professional relationship with administrators, employees, colleagues and Union leaders/representatives-Under general direction from the VP, exercise critical judgment in analyzing employee relations concerns and formulating strategic and time-sensitive recommendations -Provide employee relations guidance via collectively bargained agreements (CBA) interpretation, investigation and counsel on a full range of employee relations matters including, but not limited to, development of performance management plans, employee assistance referrals, and investigation of and response to complaints.  -Provide information, advice, and assistance to administrators/supervisors regarding application of statutes, regulations, contracts, and employee relations practices-Assist in the evaluation of the College's employee engagement and development of strategies to address gaps or make improvements that support the College's efforts as an outstanding place to work-Conduct or participate in confidential fact-finding investigations and inquiries-Participate in the progressive disciplinary process with direction from the VP.  Conduct or participate in meetings for disciplinary matters, termination/discharge, and progressive discipline.  Write and/or draft communications related to employment and labor relations activities-Work with supervisors to develop, implement and track performance improvement plans-Research and analyze employment and labor law, compensation/market rates, workforce needs, and market information as it may relate to the college environment, collective bargaining or workplace solutions-Manage the annual performance evaluation process, including reviewing all performance reviews to identify follow up as needed.  Keep VP appraised of any trends or concerns that may need further intervention, training or follow up-Responsible for the timely processing of unemployment claims, protests, hearings, and payments, focusing efforts on reducing the College's liability-Conduct employee exit interviews, compile/evaluate data for sharing with HR administration.  Update exit process as needed, to capture meaningful data-Update and maintain reports, including, but not limited to the Staff Union Seniority List-Maintain current knowledge of employment laws including, but not limited to EEO and Affirmative Action guidelines, Americans with Disabilities Act (ADA), FMLA, etc.-Provide confidential assistance to the VP on contract negotiations, as needed-Participate in the Title IX team as assigned-Assist with the employee appreciation and recognition initiatives, including responsibility for "Employee of the Year" type programs-Maintain files and documents, both written and electronic-Responsible for all other duties as assigned by supervisor Required Education Bachelor's Degree from a regionally accredited institution Other Required Qualifications -A combination of education and experience which would provide the required knowledge, skills and abilities is qualifying.   Generally, this would include a bachelor's degree from a regionally accredited institution and three year's experience in Human Resources-Experience and confidence in dealing with confrontational situations including employee to employee and employee/supervisor conflict resolution-Experience in conducting investigations Desired Qualifications -Labor Relations experience -HR certification Skills and Specifications -Strong customer service orientation, with ability to be compassionate, empathetic, flexible, tactful and patient-Strong interpersonal skills, including written and oral communications, listening, presentation, group facilitation, influencing and negotiation-Basic skills in effective use of mediation and conflict resolution techniques, practical application of employment law and processes for influencing performance management-Professional leadership in promoting good employee/supervisor relations-Ability to maintain confidentiality, demonstrate discretion, integrity and fairness-Strong problem-solving skills-High level of initiative and attention to detail-Ability to work under pressure and handle change-Effective project, time management and accuracy skills, with the ability to manage multiple complex projects concurrently-Technological orientation, including the ability to learn new computer applications, including College ERP and HRIS -Ability to develop and provide professional development opportunities related to employee engagement or supervisory/leadership skills-Proficient in Microsoft Office Suite-Strong organizational skills and attention to detail-Ability
