The Assistant Director for CalWORKs is responsible for leadership, planning, organizing, directing, supervising, and evaluating the activities of the CalWORKs Program for the District; managing, implementing, promoting, and coordinating development of new or modified programs and services; advising and developing strategies and activities while encouraging and fostering innovation in programs and services.

Under the general administrative direction of the Dean, Counseling and Student Support Services, the Assistant Director, California Work Opportunity and Responsibility to Kids (CalWORKs), is directly responsible for providing leadership, direction, planning, coordination, and general supervision and evaluation of the CalWORKs Program.

Provides leadership for the direction, planning and administration of the area's student support services, educational programs, childcare and career experience program.
Provides leadership for the development of new or modified programs and services and the development of strategies and activities that encourage and foster innovation in order to increase the number of CalWORKs students who are prepared to successfully complete academic goals in a timely manner.
Develops budgets and prepares annual program plans, goals and objectives in compliance with regulations.
Uses analytics regarding CalWORKs student satisfaction, retention, and student learning outcomes (SLOs) to improve quality and comprehensiveness of the CalWORKs program.
Maintains accurate and appropriate records, including MIS data related to the CalWORKs program guidelines.
Develops, maintains, and monitors strict documentation systems related to student applications, student eligibility for program services, student acceptance into the program, student utilization of program services, and continued eligibility for student enrollment in the program.
Maintains and modifies all record keeping systems and procedures in accordance with district, county, state, and federal regulations and prepares and completes all related documentation required by the California Community College Chancellor's Office, County Department of Public Social Services and Community Partner organizations.
Reviews and assigns applications for program funding.
Coordinates an effective recruitment plan and oversees outreach programs for local schools and community agencies.
Selects, supervises and evaluates CalWORKs counselors and support staff in accordance with collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules, and regulations regarding personnel.
Oversee the annual CalWORKs Advisory Committee meetings and ensures the committee functions appropriately.
Resolves complaints and appeals.
Represents the District at various meetings, workshops and conferences.
Communicates effectively with staff and students and provides leadership, advice, and counsel to CalWORKs students.
Completes any other activities or responsibilities assigned by the Dean, Counseling and Student Support Services.

This position reports to the Dean, Counseling and Student Support Services and supervises and evaluates assigned staff.

Responsible for effectively recommending the hire, transfer, suspension, lay-off, promotion, assignment, discipline, training, professional development, assignment, direction and evaluation of work, and adjustment of grievances of all assigned staff; administering collective bargaining agreements, employment and promotion selection procedures, and compliance with District policies, rules and regulations regarding personnel; evaluation of the performance of assigned staff, providing direction and assistance wherever a need for improvement is identified.

Knowledge of:

Principles, theories and practices of administration specifically related to student services available at institutions of higher education.
Programs and services designed to foster the academic achievement of students
Principles, theories and practices of student development and counseling or advising models
Principles and practices of leadership, management and supervision
State Education Code sections, federal laws and regulations, and district policies related to CalWORKs.
Budget administration, including grant funded programs.
Needs, interests, and concerns of various groups of community college students.

Ability to:
Develop and implement student services and programs at the community college level.
Employ effective outreach, recruitment, and retention strategies in an open-access institution.
Provide leadership and direction to faculty and classified staff.
Select, assign, orient, train, supervise, counsel, discipline and evaluate the performance of direct subordinates.
Plan, organize, direct, administer, review and evaluate CalWORKs programs, services, and activities as they relate to student persistence, successful academic progress, and program completion.
Maintain current knowledge of supportive programs and services for various constituencies within the community college.
Assure compliance with local, State and federal laws related to the provision of instruction and student services on a community college campus.
Communicate effectively both orally and in writing.
Establish and maintain effective and cooperative working relationships.
Effectively delegate authority and responsibility to subordinates.
Relate effectively to people of varied academic, cultural and socio-economic background with tact, diplomacy and courtesy.

Preferred and Required Qualifications

Possession of, or ability to obtain an appropriate valid California Driver's License.


Minimum Qualifications:

Master's degree from an accredited institution, or possession of a valid California Community College Supervisory Credential;
One year of formal training, internship, or leadership experience reasonably related to the administrative assignment;
Evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students;

Desirable Qualifications:
Two years of responsible experience in CalWORKs, or student support programs in a community college setting, including recent experience working with multi-cultural/diverse student populations.
Experience within the last four years, two with experience or the equivalent in management or administration of educational programs, community organizations, government programs, or private industry in which the applicant dealt predominantly with ethnic minorities or persons handicapped by language, social or economic disadvantages.
Experience as a community college CalWORKs counselor or CalWORKs instructor, or have comparable experience working with disadvantaged clientele.
Evidence of an ability to work with computers, multimedia, and other technologies.
Understanding and appreciation for the mission of the community colleges and the ability to relate it to all constituencies.
Commitment to participatory governance, consensus building, and team approach to management.
Ability to work effectively with community groups, educational entities, and government bodies to develop partnerships and coalitions which result in better service to the community and students.
Teaching experience, preferably in courses related to skill development.
Demonstrated experience with budget management and development.
Experience in planning and coordinating college-related activities.
Good organizational skills and an ability to plan and follow through on projects.
Strong written and verbal communication skills.
