Position Summary
Full-time position available under the Management Personnel Plan (MPP) in the Strategic Planning, Enrollment Management and Innovation (SPEMI) division.

 Reportng to the Vice President of Strategic Planning, Enrollment Management and Innovation (SPEMI) this position oversees the Office of Institutional Effectiveness and Analytics (IEA) in a manner that allows for effective use of data, information, and business intelligence on campus. Additionally, IEA supports policy analysis leading to the effective implementation of plans for enrollment management, student success, academic programs, and budgeting. The Senior Director for IEA will help the VP for SPEMI in harnessing campus data and making it actionable so programs can be innovative, effective and have greater impact as measured against their stated outcomes. This position supervises IEA personnel in the development and processing of data sets needed by the office to meet the University's research and reporting obligations.


Job Duties

  • Duties include but are not limited to: Provide overall management and supervision of IEA staff that leads to the effective development and dissemination of IEA studies and analyses pertaining to academic programs, administrative organization and staffing, student enrollment, and student success.
  • Oversee the University's data reporting responsibilities with respect to CSU system, state, regional, and federal requirements such as CSU academic and course enrollment reporting (ERS, APDB), federal IPEDS reporting, regional (WSCUC) and specialized accreditation reporting, and compliance reporting for various other entities.
  • Oversee internal and external data requests, including data collection to support programs undergoing academic program review/self-study, grant proposals, co-curricular program assessment and evaluation, Common Data Set (CDS), college guidebook surveys, and all other ad hoc requests.
  • Support the University's multi-year enrollment forecasting activities, including preparation of short-term and long-term enrollment projections for the VP for SPEMI, and other vice presidents, deans and department chairs throughout the campus.
  • Design and implement research programs and make recommendations relative to academic planning, policy formulation, assessment, and administrative decisions.
  • Conduct studies on student outcomes through the National Student Clearinghouse and other intersegmental data exchanges involving regional community colleges, high schools and universities of California (UC).
  • Manage the university's survey research functions to assist the campus community in administering internal and external student, alumni, faculty and staff surveys (i.e., NSSE, exit surveys), and analyze and distribute survey results to various stakeholders. Facilitate a campus survey advisory committee.
  • Oversee the data collection for annual publication that provide a comprehensive overview of the University's student enrollment trends, employment trends, degrees awarded, retention and graduation rates, and annual strategic planning outcomes.
  • Develop, administer, and maintain BI services capability in SPEMI.
  • Lead the IEA staff in consolidation and development of data warehouse (mart) / data lake strategy to provide consistent, clean and integrated data in Institutional Effectiveness & Analytics.
  • Collaborate with the CSU Chancellor's Office (CO) and Stan State IT to implement policies and procedures for ensuring the security, quality, integrity and availability of campus-wide information.
  • Continuously monitor, measure and improve availability of quality data and information across campus.
  • Champion and drive adoption of self-service data visualization in combination with other data and analytics teams.
  • Be accountable for database development, modeling, integration and ETL (particularly from Big Data platforms). Lead and mentor the IEA team of report developers and other campus personnel for all BI projects falling in the SPEMI division.
  • Lead the development of policies, processes, standards and best practices in data and integration management.
  • Lead data governance/quality/stewardship/integrity/security initiatives.
  • Assist with vendor selection for future application solutions.
  • Collaborate with and mentor IEA and Bl personnel to create a world-class data-driven campus environment. Be a change agent by using past institutional knowledge to guide and support the personnel in IEA/BI. Assist in advancing the most current technology tools in support of data analytics and create analysis that result in effective management of academic and support programs throughout campus.
  • Provide critical support to general enrollment management functions and in supporting student success, retention and graduation initiatives in the Division of Academic Affairs and the Division of Student Affairs.
  • Serve as a key member on various University committees including the University's Strategic Planning groups, Enrollment Management Committee, Graduation Rate
  • Excellence and Assessment Team (GREAT) Steering Committee, and other committees, work groups, and councils as needed. Provide data analysis and information support for these groups to support effective decision-making.
  • Assist the VP for SPEMI in designing, launching and maintaining a rigorous innovation program on campus, in implementing support unit reviews that coordinates the work of campus-wide committees across all support units, in providing analytical reports related to enrollment management and the implementation of strategic planning goals, in producing the annual Book of Trends publication.
  • Other SPEMI related duties as assigned.




Preferred and Required Qualifications

Minimum Qualifications

  • Education: Master's degree in institutional research, education, behavioral science, statistics, big data, organizational management, information systems, quantitative research methods, or related field
  • Experience: Minimum of three years of Institutional Research or Business Intelligence experience in higher education settings with faculty, staff, or administration or equivalent industry/government experience in a comparable research operation (e.g., marketing research or measuring productivity outcomes).

Preferred Qualifications

  • Doctorate preferred.
  • Five years of progressively responsible administrative experience in higher education institutional research or equivalent industry experience.
  • Demonstrated success in administering a university institutional research office, including the supervision of others or equivalent industry experience.
  • Experience in creating and operating information systems (academic or industry).
  • Experience with typical large organization databases and ERP system (student information system experience, such as PeopleSoft, SAP, Oracle, EAB), statistical software programs (R, SAS or SPSS), and complex databases, spreadsheets, and query and data mining software.
  • Experience in and knowledge of quantitative research methods, including survey methodology.
  • Demonstrated record of effective leadership and administrative skills.
    Experience in creating enrollment management information systems for Academic Affairs (academic or industry, e.g., CRM systems).
  • Ability to effectively communicate at all levels of the organization.
  • Experience in design, development and leading application integration solutions using enterprise middleware toolset.
  • A broad, enterprise-wide view of the business and varying degrees of appreciation for strategy, processes and capabilities, enabling technologies, and governance.
  • Strong skills in building and/or overseeing development of dashboards, use of business intelligence tools such as Microsoft BI or Tableau BI and related analytics.
  • Strong skills on SQL.

Required Qualifications

  • Ability to synthesize and present complex data in a clear and understandable manner via written narratives, oral presentations, computer graphics, tables, charts, and online dashboards.
  • Ability to work effectively in a team environment with collaborative skills.
  • Ability to work independently and initiative and complete new projects.
  • Strong experience with Business Intelligence, data warehousing, enterprise reporting, Master Data Management, data quality, data validation, data governance, and metadata management.
  • Technical orientation balanced by project management discipline; aptitude for supervising internal programmers, analysts, consultants, non-technical business resources and external vendor resources.
  • Strong organizational, presentation and analytical skills.
  • Proven track record of project managing, developing, documenting, presenting and implementing functional requirements leading to the implementation of new business processes across multiple departments in an organization.
  • Experience with relevant open source technologies in managing data.
  • Demonstrated career progression in technical depth and breadth, project complexity, and ability to quickly become proficient in new technologies.
  • Strong problem solving and debugging skills.
