Job Description

The Director, Procurement, Contract & HUB Program, under general direction of the Executive Director, manages and supervises staff to ensure all processes and functions for Procurement, Contract and the HUB Program are complete. Supervises activities of staff and assists with training and professional development.

Responsibilities:

  • Provides leadership and supervises employees, assists in their training and professional development, and evaluates their performance. Oversees administration of procurement and contract services. Ensures timely an efficient processing of purchase requisitions through to issuance of a purchase order, to include requests for bid or proposal preparation, and evaluation and selection of vendors. Negotiates and establishes best value contracts.
  • Ensures the University complies with State, System, and University purchasing and contract standards and requirements. Develops and initiates lean business practices. Attends procurement related meetings and coordinates purchasing activities with other agencies. Prepares required internal reports and reports for other State agencies. Assists University departments with procurement needs. Identify and reduce wasteful spending.
  • Establishes and maintains strategic business relations with university administrators and vendors. Identifies potential HUB vendors using electronic resources, attending vendor fairs, minority business councils, etc.. Coordinates vendor forums, mentor-protege program, or other events to educate and provide exposure for HUB vendors.
  • Develops, implements and improves policies and procedures and develops and initiates lean business practices to improve processes. Balances institutional obligations to comply with federal, state, sponsor, university and TAMUS regulations and policies. Ensures compliance and communicates changes of requirements. Supervises and ensures effective training and mentoring to the contracts and procurement staff. Posses extensive knowledge of agency rules and regulations applied to effective compliance. Creates and maintains highest level of customer service by improving internal operational efficiencies while balancing institutional obligations to comply with federal, state, university and TAMUS regulations and policies.
  • Performs other duties as assigned.



Required Education and Experience:

  • Bachelor's degree in applicable field.
  • Five years of related experience in purchasing.



Knowledge, Skills and Abilities:

  • Knowledge of word processing and spreadsheet applications.
  • Ability to multitask, work cooperatively with others, excellent written communication, analytical, interpersonal, organizational skills.
  • Ability to prioritize work with various projects and deadlines, exercising independent judgment.



Preferred Registrations, Certifications, and Licenses:

  • Public Purchasing Manager Certification or ability to obtain certification within one year of employment.
