With a focus on advancing knowledge through research and discovery, The University of Texas at San Antonio (UTSA) closed out fiscal year 2020 with its highest total research expenditure numbers in its 51-year history. In FY 2020, UTSA's total research expenditures increased to $134 million. This is a significant milestone for UTSA as it propels toward National Research University Fund (NRUF) eligibility and recognition as a Carnegie R1 high-intensive research institution*. To accelerate towards our destination of Research Excellence by expanding our research portfolio while providing excellent customer service, the Office of the Vice President for Research, Economic Development and Knowledge Enterprise (VPREDKE) is seeking an innovative, dynamic, out-of-the-box thinking, strategic leader for the position of Director of the Research Service Center (RSC) that serves College of Engineering and College of Sciences at UTSA.  This proven leader will oversee the largest research portfolio that includes grants and contracts from federal, state, and local agencies, including National Science Foundation (NSF), National Institutes of Health (NIH), US Department of Energy (DOE), US Department of Defense (DOD), and US Department of Homeland Security (DHS). As UTSA continues to grow and moves rapidly towards becoming a premier research institution, the successful candidate is expected to have a proven track record of years of experience working with the top research agencies.

Due to efficiency and effectiveness requirements, REDKE has recently reorganized the Research Service Centers, which are under REDKE's Office of Sponsored Project Administration (OSPA), to focus only on pre-award functions, while a separate Post-Award Administration unit has been established under REDKE ‘s Office of Research Finance and Operations. While the main focus of an RSC is on pre-award functions, we are seeking a director who has experience across the spectrum of both pre-award and post-award functions to work in collaboration with the Director of Post-Award Administration in order to provide seamless services to our research community.

While the current position is specifically targeted to fill in the Director position for the Sciences and Engineering RSC, we strongly encourage candidates with essential level of experience in non-STEM areas to apply, as well.

Hours per Week

40 hours per week.  Additional hours may be needed as business dictates.

Purpose of Position

Provide leadership for all pre-award research administration activities in the Research Service Center. Responsible for the management, development, review and oversight of all grants and contracts and pre-award activities of their Research Service Center.


Essential Functions 

  1. Supervises and oversees all pre-award activities; provides leadership and technical guidance in all related matters; works closely with faculty, staff, and administrators.
  2. Leads and manages award and contracts negotiation/agreements in coordination with the Director of Post-Award Administration.
  3. Supervises, guides, oversees, and evaluates RSC staff.  
  4. Reviews, interprets, analyzes, and advises on the business, budgetary and formatting aspects of proposals, without overstepping into scientific content.  
  5. Leads and oversees training and professional development for RSC staff.
  6. Confirms compliance with federal, state and sponsor specific terms and conditions for grants and contracts. 
  7. Serves as chief liaison with funding sources and serves as authorized official (AO) to submit proposals to funding agencies.
  8. Fosters and maintains close working relationship with other related REDKE units and their leadership, including Research Service Centers, Post-Award Administration, Grants and Contracts Financial Services, as well as colleges and departments supported by the RSC.
  9. Plans and leads periodic meetings with stakeholders to seek feedback and improve customer service and operational efficiency metrics.
  10. Performs other duties as assigned.



Preferred and Required Qualifications

Required Qualifications

Bachelor's in related field.

  • Seven years of professional experience in research administration, including at least three years in higher education and requiring at least two years of work leadership or management experience.
  • Extensive knowledge of Uniform Guidance (UG) 2 CFR 200
  • Demonstrated leadership skills and leadship success in higher education


Preferred Qualifications


Master's in related field

  • Certified Research Administrator certification.

At present, this role is a UTSA telecommuting position, and the candidate selected for this position will be required to work from home during the COVID-19 pandemic. Telecommuters may be required to work on campus at times; travel and parking expenses are the employee's responsibility. It is expected that this position will return to campus in the future.
