General Description of the Job Responsible for management of the Veterans Affairs Program at Delaware State University. Is the university’s liaison with the Department of Higher Education (DHEC), Department of Veterans Affairs, and Delaware State Department of Education as related to Veterans Affairs. Executes and maintains internet-based program VA-ONCE as the primary Certifying Official. Reports all changes in approved programs and provides certified school publications to the Department of Higher Education. Meets with State Approving Agency (SAA), Department of Education (DOE) staff during site and supervisory compliance visits to provide necessary files and information. Provides veteran students with educational and administrative services as needed.   Essential Functions The following are the functions essential to performing this job. 1. Plan, execute, manage, and evaluate Veterans Affairs (VA) programs 2. Establish case files for each new veteran student including intake, holistic assessment, planning, and follow-up 3. Advocate when necessary 4. Complete all enrollment certifications and program elements for veteran students 5. Comply with VA and related federal regulations, state statutes, and current practices 6. Provide needed services and assistance primarily to veteran students and veteran 1. dependents/parents 7. Perform case files management, including archiving and destruction 8. Prepare accurate, concise VA and university reports 9. Coordinate and receive program compliance audits from the VA Regional Office 10. Manage budget and coordinate program related activities 11. Supervise VA work study students and administer training and work assignments 12. Use BANNER system effectively and know the basic tenets of Student Accounts, Office of Records, Financial Aid and the admissions' process as they relate to veteran student enrollment and retention. 13. Reports to the Vice President of Strategic Enrollment and may need to perform and provide support in the other areas of Enrollment Management. 14. Will serve as the primary certifying official for VA-ONCE at the University   Required Knowledge, Skills, and Abilities The individual in this job must possess these skills and abilities or be able to explain and demonstrate that they can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities. 1. Ability to articulate and transact professional business with outside state and federal agencies 2. Advocacy on behalf of veteran students and dependents in university matters 3. Knowledge of extensive referral resources, veteran service centers, and veteran service officers relative to DocuSign Envelope ID: C19A8559-3099-49B3-9DB1-F2966441E7B7 specific veterans groups (disabled, vocational rehabilitated, survivor dependents) 4. Ability to research, understand, cross reference, and translate federal regulations and documents 5. Specific knowledge of armed services organizational components and structure 6. Effective oral and written communications skills 7. Working knowledge of approved post secondary education programs 8. Working knowledge of Microsoft Word/Office, Internet, Outlook, Excel

Qualification Standards
1.    Education:  Bachelors degree in a social science or related field is the minimum requirement.
2.    Successful experience:  Previous work experience in federal programs and federal reporting, management, and administration is required, minimum one year.  
3.    Other preferences:  Previous specific military and veterans affairs knowledge/experience at university level or higher.
