GENERAL PURPOSE
Under direction, performs a variety of technical and professional human resources activities including developing, analyzing and administering employee benefit and wellness programs, systems and procedures; provides information to and advises employees on benefits and employment-related policies and procedures; maintains the Benefits Enrollment System, prepares management reports and recom­mendations used for employer-employee collective bargaining agreements; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS
A Senior Benefits Analyst is distinguished from a Human Resources Analyst in that an incumbent in the former class performs specialized tasks and duties in benefit plan development and administration.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

• Administers and analyzes the District's Employee Health and Welfare Benefit Programs for active and retired employees, including medical, dental and vision care insurance, employee assistance program, life insurance, disability insurance and supplemental benefits; provides information and assistance to District employees and retirees regarding benefits-related matters.
• Assists active and retired employees with insurance plan enrollment and pre- and post-tax insurance benefits selection, benefits eligibility and making benefit enrollment changes due to qualifying events; assists employees with information for proper filing of claims and problem resolution; ensures proper data processing and transmission to appropriate third-party administrators and enters data into District employee and payroll systems.
• Administers and tracks employee benefit budget including managing and projecting current and future benefit-related costs; tracks and analyzes benefit usage and recommends changes to benefit pack­ages in support of the District's negotiation teams in collective bargaining.
• Serves as District liaison to insurance companies and broker in all aspects of coverage involving employees, retirees and their covered dependents; sources, reviews and leads contracting with bene­fits consultants, vendors and third-party administrators; identifies potential cost savings, establishes customer service and support standards, and ensures contract compliance.
• Develops and conducts benefits orientation sessions for new employees; provides information regarding health and welfare benefit programs and the workers' compensation program; maintains communication with employees and eligible retirees regarding changes in benefit plans and retire­ment programs, premiums and payments.
• Coordinates and implements the District's annual open enrollment with carriers and plan adminis­trators; reviews enrollment forms and other documents for accuracy and forwards to appropriate carrier; coordinates and organizes annual benefits fairs and employee outreach plans.
• Coordinates the District workers' compensation program and ensures the District meets California-mandated time frames; serves as or coordinates with third-party first point of contact in the event of work-related injuries; provides required claim forms and refers injured workers to designated providers for evaluation and treatment; acts as liaison with the District's workers' compensation insurance carrier and with District employees and managers; monitors and tracks workers' compensation leave usage and keeps Payroll and appropriate managers informed on employee status.
• Works closely with Payroll to coordinate, track and administer employee medical leaves; ensures employees understand their rights regarding leaves; completes and submits required disability documentation to the plan carrier to arrange for determination of benefits and processing of disability payments; discusses options with employees unable to return to work as their leave time nears exhaustion.
• Coordinates and administers the District accommodations program; ensures District compliance with the Americans with Disabilities Act (ADA); interacts with employees and their managers to discuss injuries and assist with the interactive process discussion for ADA and workers' compensation accommodation requests; coordinates workplace accommodations, including monitoring the return to work of individuals returning from medical or workers' compensation leaves.
• Ensures District compliance with provisions of Health Insurance Portability and Accountability Act (HIPAA), the Affordable Care Act (ACA) and Consolidated Omnibus Budget Reconciliation Act (COBRA); stays abreast of all state and federal regulatory requirements and recommends changes as appropriate; develops and submits mandated reports as needed; coordinates employee returns to work including facilitating documentation and discussions related to work restrictions, accommoda­tions and modified duties.
• Coordinates and/or performs ergonomic evaluations of employee workstations; provides summaries of evaluation results to the employee and supervisor; coordinates the approval and purchase of recommended workstation equipment or other accommodations.
• Fosters an environment that embraces equity-minded practices, integrity, trust, and respect. Supports, implements, and promotes compliance with the District's Diversity and Equal Employment Opportunity Plan in all aspects of employment and education; increases cultural and ethnic diversity in staffing, programs, and services.
• Work with the various vendors to conduct employee education sessions to arrange or conduct employee trainings, workshops, health and wellness fairs, Pre-Flex, COMmunity Hour and educational opportunities related to understanding and participating in District health and welfare benefits, retirement and wellness programs. and other relevant benefits related topics for active and retired District employees.
• Manage all aspects of the COM Wellness Program, including program design, budget, marketing, physical activity challenges, vendor management, COMmunity Hour, Pre-Flex Trainings, etc.
• Responsible for ongoing maintenance of benefits information and data in Banner, Self-Insured Schools of California (SISC) and BenefitBridge relating to active and retired employee benefits. Maintain data required to administer employee benefits such as District contribution requirements, AB 528, COBRA, and other rules and regulations affecting active, retired and terminating employees. Coordinate the compilation or prepare analysis of monthly costs/usage statistics of the District's insurance plans.

OTHER DUTIES

• Facilitates regular Benefits Advisory Committee Meetings with represented employee groups; repre­sents the College and/or department on internal and external committees, as directed.
• Performs related duties as assigned.

Requirements & Desirables

REQUIREMENTS
Education and Experience:

• Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
  • Graduation from an accredited college or university with a bachelor's degree in human resources, business administration, public administration, accounting or a closely related field, and
  • At least three years of progressively responsible experience in employee benefit plan administration; or
  • An equivalent combination of training and experience; and
• A demonstrated commitment to equity-minded practices in support of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, college staff, and community members.

DESIRABLE QUALIFICATIONS:

• Experience working in an educational institution
• Certified Employee Benefits Specialist (CEBS), Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR) certification
• Fluency in any foreign language is desirable; Spanish preferred

KNOWLEDGE and ABILITIES (Desirable Attributes & Skills):
Knowledge of:

• Principles, practices, methods and techniques of benefit program design and administration, including eligibility determination, enrollment, claims processing, benefits reporting and record­keeping.
• District personnel policies and provisions of collective bargaining agreements.
• Research methods and data reconciliation and analysis techniques.
• Principles and practices of sound business communication and report writing, correct English usage, including spelling, grammar and punctuation.
• Modern office practices and equipment including computers, applicable software programs and the operations, capabilities and requirements of specialized District application tracking, payroll and HRIS systems.
• Federal, state and local laws, regulations and court decisions governing the area of assignment including the California Education Code, HIPAA, ACA and COBRA.
• Safety policies and safe work practices applicable to the work being performed.

Skills and Abilities to:

• Develop and administer a comprehensive program of employee benefits to meet employee and District needs and financial objectives.
• Understand and be sensitive to and respectful of the diverse academic, socio-economic, ethnic, cultural, disability, religious background and sexual orientation of community college students, faculty and staff.
• Organize, coordinate and participate in the day-to-day administration of the District's pre- and post-tax benefit plan offerings.
• Understand, interpret, explain and apply complex insurance and benefit plan and workers' compen­sation laws, regulations, contract provisions, policies and procedures.
• Represent the District and negotiate effectively with other District employees, vendors and third-party administrators.
• Analyze situations accurately, exercise sound judgment and adopt effective courses of action.
• Maintain confidentiality of District and personnel files and records.
• Prepare clear, concise and comprehensive spreadsheets, correspondence, reports and other written materials.
• Understand, interpret, explain, and apply applicable rules, regulations, policies and procedures, laws, codes, and ordinances.
• Communicate effectively in emotionally charged situations.
• Understand and follow written and oral instructions.
• Operate a computer and use standard business software.
• Establish and maintain cooperative and effective working relationships with others.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:

1. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
2. Criminal Justice/Fingerprint Clearance.
3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
4. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. FLSA Status: Exempt
Salary Grade: Confidential Level 10 (C10)
Full Salary Range: $86,964 - $110,640 annually
Starting Salary Range: $86,964 - $93,156 annually (Step 1 to 3). Normal entering step is Step 1.

CLASSIFICATION CATEGORY & RETIREMENT PLAN
This class is designated as Confidential in accordance with the provisions of Government Code Section 3540.1. The term "Confidential" refers to an employee who is required to develop and present management positions with respect to employer-employee relations or whose duties normally require access to confidential information that is used to contribute significantly to the development of management posi­tions as communicated in Government Code Section 3540.1.Confidential employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.

• Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2024, the District's contributions for medical insurance coverage are as follows:
• Employee-only: $1,600/month
• Employee plus one dependent: $2,300/month
• Employee plus two or more dependents: $2,800/month

Dental and Vision Insurance - Delta Dental and VSP vision plans for employee and dependents, with no cost to employees
Vacation Leave - 22 days per year

Paid Holidays - 17 paid holidays annually, which includes a paid winter holiday break at the end of December.
Retirement through CalPERS - MCCD contributes 27.05% of employee's creditable earnings to CalPERS on a monthly basis (2024/2025). Vested after five (5) years. Mandatory employee contribution for 2024/2025 is 7% - 8%, depending on original date of membership and prior membership status.
Life Insurance - $50,000, with the option to purchase additional voluntary life insurance for the Lesser of 5x base annual salary or $500,000
Additional Retirement Savings Plans - Employees are also eligible to participate in a voluntary, tax-advantaged 403(b) or 457(b) retirement savings plan.
