This position primarily performs its duties on the Kentfield Campus and occasional travel to the Indian Valley Campus (Novato) may be required, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.

GENERAL PURPOSE
Under general direction, performs a variety of specialized activities in the design, development and maintenance of data systems and reporting/visualization tools used for institutional planning, research and effectiveness, including PRIE's internal data warehouse; works collaboratively with stakeholders to support institutional data quality and governance; designs and produces comprehensive data queries, reports and visualization tools to use in institutional planning, research and reporting; conducts evaluation and data analysis activities standard in institutional research, planning and effectiveness; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
A Data Systems Research Analyst is distinguished from a Research and Planning Analyst in that an incumbent in the latter class performs a variety of specialized activities in planning, conducting and presenting research and data analysis. The Data Systems Research Analyst also provides technical assistance to the district.

Essential Functions
ESSENTIAL DUTIES & RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.
Designs, develops and maintains an internal relational data warehouse to support institutional research, decision making, assessment and reporting; creates and improves views, queries and workflows to increase efficiency in data extraction, storage, retrieval, analysis and reporting; researches strategies for emerging data needs, identifying opportunities for data management enhancements.
Serves as a technical resource on database issues, data storage and extraction methods, design of automated processes for data extraction, and data security; assists with the design of research projects regarding data needs; serves as a technical resource for the use of internal systems, tools and processes for extracting, analyzing and presenting data; provides technical support, assistance and training to staff, faculty, administrators, and others in ensuring data quality, data analytics and interpretation and state/federal reporting requirements.
Designs, tests and executes accurate queries and processes using Structured Query Language (SQL); automates reporting from internal and external databases using a variety of computer languages; participates in documenting best practices for conducting data queries ensuring valid, reproducible data; populates and updates data for dashboards and other visual data interfaces.
Participates in developing quality assurance policies, procedures and practices to ensure the validity and reliability of institutional research data; validates data and identifies errors and discrepancies; makes corrections, additions and modifications as needed based on standard definitions and protocols.
Develops complex queries and other data extraction tools to generate and format data requested by management, faculty and staff to enhance evidence-based decision making and review and research of educational and program outcomes; validates data interpretation and extraction methods; merges data from various sources to create datasets for analysis; formats data from District databases and other sources for submission to state and local entities to meet reporting requirements; generates data sets required for grant applications and reporting.
Receives and evaluates requests for ad-hoc reporting, resolving data governance issues, and creating/updating standard data tables and tracking and analysis projects; participates in department project prioritization processes; arranges and maintains project schedules and timelines; develops and implements strategies to complete assignments within deadlines; may serve as a project team leader reviewing and coordinating teammates' work.
Uses a wide variety of research analysis methodologies and technologies to develop institutional research studies and reports on topics such as student success, cohort tracking, enrollment management, evaluation, and data.
Prepares a variety of narrative and statistical records, reports and files related to institutional planning, research projects, data analysis, findings, conclusions, decision making and assigned activities; designs and produces related charts, tables and graphs; creates forms and online data- gathering tools.
Maintains an accurate data dictionary that documents each data element, data protocols, and definitions in the data warehouse in sufficient detail to serve as a reliable source for others who need to extract and analyze data; maintains accurate and current documentation of procedures, standards and complex automated processes that extract data or produce reports; periodically reviews docu- mentation with teammates and other stakeholders.
Liaises with IT, Enrollment Services, Counseling and other data producers and users of the District's internal data systems to support data governance standards, policies and practices to ensure data quality and consistency across systems, including data definitions and dictionaries and external reporting requirements; establishes data management processes, validation, and flow of data between systems.
Maintains familiarity with the structure and content of the District's internal data systems and sources, including the student information system and various software applications used to collect and store data used in institutional research and reporting.
Stays current on trends, innovations in technology, institutional research, planning, data analysis, visualization and reporting; participates in listservs, conferences and other external professional development activities to stay abreast of current Chancellor's Office policies, legislation and other issues affecting the California Community College system; recommends policy and procedural changes.
Fosters an environment that embraces equity-minded practices, integrity, trust and respect. Requirements & Desirables
REQUIREMENTS
Education and Experience:
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be a bachelor's degree in mathematics, business intelligence, computer science or a related field, and two years of statistical research and analysis experience including designing, developing and maintaining relational databases, extracting data and developing reports, dashboards and other visualization tools; or an equivalent combination of training and experience.
A demonstrated commitment to equity-minded practices in support of the diverse academic, socioeconomic, cultural, disability and ethnic backgrounds of community college students, college staff, and community members.
Demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural and ethnic backgrounds, disabilities and learning styles of community college students and staff.
Desired Qualifications:
A master's degree in statistics, computer science or social science with an emphasis on research.
Advanced knowledge of programming languages, statistical procedures, the usage of reporting/visualization tools, and hands-on data analysis and reporting.
An understanding of and previous experience analyzing labor market and occupational trends including labor market supply and demand analysis.
Previous experience working with faculty and administrators in a community college setting.
A valid California driver's license and the ability to maintain insurability under the District's vehicle insurance program or the ability to travel to other District campuses and locations.
Bilingual skills in a designated second language.
KNOWLEDGE, SKILLS AND ABILITIES

Advanced relational database principles, data structure design and optimization.
Methods and techniques of institutional, social science and other quantitative research.
Professionally accepted research practices applicable to research methodology development and selection, data analysis and interpretation, and reporting.
Principles and practices of survey development, design and dissemination, including use of creation and distribution software.
Theories, principles, methods and techniques of statistical analysis and statistical packages (Stata, SAS, R, and/or SPSS).
Data extraction and query tools and languages such as SQL, Python, R, or Java.
Concepts, methods and techniques for the creation of data dashboards, including visual data display software such as Tableau or Power BI.
Standard statistical procedures related to sampling, correlation analysis, projections and other quantitative measures applied to institutional research and evaluation.

The Family Educational Rights and Privacy Act, applicable sections of the California Education Code and other District, state and federal laws, rules, regulations and policies applicable to the assignment.

Data control procedures and data entry operations, data verification, reconciliation and cleanup procedures.
Issues and current trends in higher education, particularly as they apply to California Community Colleges.
Safety policies and safe work practices applicable to the work being performed.

Present complex data in a clear and concise manner both orally and in writing.
Design, post and manage complex web pages for institutional research purposes and website.
Prepare, produce and maintain research reports, necessary research documentation, files and records related to research projects.
Maintain the confidentiality of information.
Plan and manage multiple tasks in an organized, collaborative and transparent manner within established timelines.
Understand, interpret, explain and apply applicable rules, regulations, policies and procedures, laws, codes and ordinances.

Salary Range: CSEA - 131
Starting Salary Range: $50.37 - $55.50 per hour. (Step 1 to 3). Normal entering step is Step 1.

CLASSIFICATION CATEGORY
Employees in classifications represented by theCalifornia School Employees' Association (CSEA) Chapter 196 and are required to comply fully with the CSEA/Marin Community College District (MCCD) Collective Bargaining Agreement. General information regarding rights and responsibilities under the Agreement can be found in the Collective Bargaining Agreements section of our Human Resources site. CSEA employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.

Medical Insurance: The District offers six plan options through Kaiser and Blue Shield. Effective 10/01/2024, the District's contributions for medical insurance coverage are as follows:
Dental and Vision Insurance - Delta Dental and VSP vision plans for employee and dependents, with no cost to employees
Vacation Leave - 90 hours of accrual annually, with additional accrual after 3, 10, and 14 years of service.
Paid Holidays - 17 paid holidays annually, which includes a paid winter holiday break at the end of December.
Sick Leave - 7.5 hours per month, 90 hours per year
Retirement through CalPERS - MCCD contributes 27.05% of employee's creditable earnings to CalPERS on a monthly basis (2024/2025). Vested after five (5) years. Mandatory employee contribution for 2024/2025 is 7% - 8%, depending on original date of membership and prior membership status.
Life Insurance - $50,000, with the option to purchase additional voluntary life insurance for the Lesser of 5x base annual salary or $500,000
Additional Retirement Savings Plans - Employees are also eligible to participate in a voluntary, tax-advantaged 403(b) or 457(b) retirement savings plan.
