|Position Title:||Director of Public Safety/Chief of Police|

|Summary of Position:||Leads the University’s team of public safety staff to provide safety, security, and protection for the entire FSU Big Rapids community. Directs, manages, and implements a comprehensive crime prevention, complaint investigation, emergency response, law enforcement and parking services program in compliance with all applicable laws, rules and regulations emphasizing a community policing philosophy to ensure public safety in the university community. Reports to the Vice President of Administration and Finance.
|Required Education:||BA degree and MCOLES certification required or the ability to obtain within 90 days.|
|Required Work Experience:||At least eight years of progressively responsible leadership and management experience in law enforcement or security.
|Required Licenses and Certifications:||Michigan Commission on Law Enforcement Standards (MCOLES) certified or certifiable within 90 days of hire.
|Additional Education/Experiences to be Considered:||*Successful completion of police staff and command, FBI or equivalent training/experience preferred.
*Experience working in higher ed or similar environments, preferred.
|Duties/Responsibilities:||*Administration and coordination of a Public Safety program with University staff, faculty, students, and visitors
*Plans and develops policing policies and procedures for crime prevention, law enforcement, and safety and security services.
*Responsible for the direction of all police activities, utilizing modern approaches and technology for conducting police activity.
*Develops and implements programs which maintain the trust of the community and creates a positive relationship within the department.
*Develops and implements short and long-range strategic plans, goals, and objectives for the Department.
*Provides a commitment to interactive engagement to encourage confidence and trust with students, parents, faculty, staff, and surrounding communities.
*Develops programs to recruit a diverse population of staff with the skills, talents, and personalities to excel at servicing on a college campus.
*Pursuant to University policies and procedures partner with Human Resources to recruit, select, train, evaluate and discipline of law enforcement officers, administrative, managerial and support staff.
*Develops or revises departmental policies and procedures; maintains relevant plans to reflect changes in laws and law enforcement.
*Implements and maintains plans for compliance with state and federal regulations.
*Maintains liaison with state and local police and governmental agencies.
*Plans and directs the administrative, operational, and budget activities of the department.
*Maintains fiscal responsibility in the creation and management of the department budget.
*Ensures the use of the most current technology available to provide police services and provides in-service training to our department members on the use and capabilities of the technology.
*Provides advice and guidance to executive management, the campus Emergency
Management team, and the university community regarding law enforcement, safety and security programs, emergency management and emergency response.
*Directly supports university emergency preparedness; coordinates planning with city, county, and state civil defense authorities.
*Oversees all aspects of the Annual Campus Safety Report as required under the Clery Act of 1990.
*Apprises the University President, the Vice President of Finance and Administrative Services and other key university personnel of serious incidents or other matters requiring special action or input.
*Directs departmental public relations activities to ensure the provision of accurate and timely information to the university community and external agencies.
*Partners with University Communications regarding announcements and messaging.
*Actively communicates with members of the department staff, university personnel and students to discuss topics related to public safety.
*Serves as liaison with internal and external public pertaining to law enforcement, crime prevention, security, emergency preparedness, parking and traffic regulations, and public safety.
*Develops, implements, directs, and effectively communicates parking and traffic regulations; directs enforcement, including the issuance and management of citations.
*Issues, prepares, and approves all traffic control orders for the university.
*Directs safety and security inspections of university facilities and infrastructure, and communicates areas requiring corrective or preventive actions.
*Serves as a member, advisor or chair of various university and community committees.
*Participate in the collective bargaining process, as requested.
*Responsible for the investigation and determination of all complaints against DPS personnel
*Serve as the University Emergency Management Coordinator
*Evaluate crime statistics and trends and react with appropriate strategies
*Plan and coordinate Public Safety efforts at University functions
*Coordinate special investigations and services as needed
*Coordinate and execute required reporting to all external agencies
*Ensure that all University policies and federal, state, and local laws and ordinances are enforced and adhered to
*Responsible for ensuring the confidentiality of designated University and law enforcement information.
*Other duties as assigned.

*Demonstrated extensive working knowledge of law enforcement operations, facility security, crime prevention, criminal investigations, training, fire prevention, emergency preparedness, traffic safety and enforcement.
*Demonstrated working knowledge of local, state, and federal laws (Cleary Act, Higher Education Opportunity Action, Family Educational Rights and Privacy Act), and their application to higher education.
*Demonstrated ability to balance the needs and complexity of an educational institution and law enforcement.
*Demonstrated ability to lead and communicate in a timely manner during crisis and emergencies.
*Demonstrated administrative and organizational skills and the ability to handle multiple priorities.
