This position primarily performs its duties on the Kentfield campus, with occasional travel to the Indian Valley Campus in Novato, so if not already residing within the Bay Area, the successful candidate must be willing to relocate.
Position Overview
Under the direction of the Chief of Police or designee, the Police Services Assistant performs general office management duties and provides coordination and direction to the operations of the District Police Department's records and property/evidence management. Participate in performing analysis and reporting to District and outside Law Enforcement agencies. Utilize various law enforcement information systems, processing and keeping records for uniformed personnel, and prepare property/evidence to appropriate recipients (allied agencies, involved parties, district attorney office and school administration, etc.)

Essential Functions


The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this classification.

  • Assure the functioning of the District Police Department's records and property/evidence divisions; assure that departmental regulations, as well as State and Federal laws and policies are followed.
  • Oversee automated records management and computer systems for Police Records, track and analyze all reports for District Police.
  • Maintain the integrity of Evidence Chain of Custody responsibilities; process in-coming evidence, found property and safekeeping, route evidence to the Crime Lab as necessary, prepare evidence for court appearances, purge evidence in compliance with applicable laws and policies, assist sworn and non-sworn personnel with in-coming evidence procedures.
  • Assist with department compliance for the preparation and submission of mandated criminal statistical data to the State Department of Justice (DOJ); ensures reports to District Attorney's (DA) Office, citations to traffic court, and documentation to other law enforcement agencies are submitted in a timely manner, assist police officers, testify in court and present evidence as needed. Assist in Clery Act reporting.
  • Assist in ensuring security and integrity in using confidential law enforcement communications systems such as CLETS, CJIC and CAD; conducts audits of systems use by Department personnel as prescribed by law.
  • Open and close offices, classrooms, athletic fields and buildings when requested by authorized personnel; control parking and safe movement of vehicles in parking areas and issue parking citations.
  • Maintain and update records and files related to campus police operations and inventory including budgetary, financial records, purchase orders. Maintain confidential police files and records at the direction of the Chief of Police.
  • Assist officers with making the campus community aware of the dangers and possible solutions as they pertain to avoiding crime such as assaults and robberies, and other student right-to-know information by supplying up to date crime statistics.
  • Generate crime statistics reports to assist the department in taking appropriate crime prevention measures.
  • Perform fingerprinting for District employees and the public for employment purposes using Livescan protocols.
  • Collect and process fingerprint fees from the public, and balance daily funds which have been received.
  • Operate a variety of security and office equipment including patrol car, electric vehicle, bicycle two-way radio, fire extinguisher, computer, slim jim and camera; assure cleanliness and proposer functioning of equipment; notify designated personnel regarding impaired equipment and malfunctions.
  • Provide information and respond to questions from students, faculty, staff and visitors. Post signs and flyers for upcoming events, reserved parking, board agendas, cancelled classes, etc. as needed.
  • Assist students, employees and visitors with purchasing/ordering parking permits, troubleshooting issues within the permit system and conduct daily parking permit machine maintenance, including cash collection.
  • Distribute and maintain campus AEDs.

Requirements & Desirables

REQUIREMENTS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

  1. High school diploma or equivalent, supplemented by law enforcement course work and two (2) years of job-related experience dealing with the public are required; and
  2. Demonstrated sensitivity, knowledge, and understanding of the diverse academic, socioeconomic, gender identity, sexual orientation, cultural, disability, and ethnic backgrounds of the individuals we serve and sensitivity to and knowledge and understanding of groups historically underrepresented, and groups who may have experienced discrimination.

Licenses, Certificates and Other Requirements:

  1. A valid California Driver's Class C License; and
  2. A valid Standard First Aid Certificate; and
  3. A valid Cardiopulmonary Resuscitation (CPR) Certificate; and
  4. A demonstrated commitment to equity-minded practices in support of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students, college staff, and community members.

Desired Qualifications:

  • An associate degree or equivalent.
  • College-level coursework in Police science or related field preferred.
  • Three years of experience in police records management or related experience.


KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:

  • Office procedures, methods, and equipment including personal computer usage and word processing applications, a variety of other office machines, filing systems and information systems used in the District and in law enforcement.
  • English grammar, spelling, and punctuation to prepare documents suitable for presentation to courts and attorneys.
  • Sufficient arithmetic skills to add, subtract, divide, and calculate ratios and percentages.
  • Regulations and laws regarding records release and retention, evidence retention, destruction and release, property and evidence management, subpoena control, and others related to assigned activities.
  • Interpersonal skills using tact, patience and courtesy to convey legal and procedural information to others, to diffuse confrontations or hostile situations, and deal effectively with staff, students, and the public.
  • Federal, State and municipal laws especially pertaining to evidentiary statutes; District rules and regulations.
  • Department of Justice Uniform Crime Reports and Livescan fingerprint legal compliance.
  • General police terminology and codes.
  • Principles of training and providing work direction.

Skills and Abilities to:

  • Carry out all the position's functions with limited supervision.
  • Prioritize work to consider the acuity of the situation.
  • Remain calm in emergencies, diffuse hostile situations, and handle sensitive situations with tact and diplomacy.
  • Support and assist in the direction of Police Services to assure a safe environment for staff, students and the public.
  • Communicate effectively both orally and in writing.
  • Establish and maintain cooperative and effective working relationships with others.
  • Maintain records and prepare reports.
  • Operate various office and police equipment and information systems.
  • Coordinate police functions with other departments.
  • Apply and explain policies, procedures, rules and regulations.
  • Complete work with many interruptions.

CONDITIONS OF EMPLOYMENT
Prior to employment, the selected candidate will be required to complete the following:

  1. Pre-employment Medical Exam
  2. Criminal Justice/Fingerprint Clearance
  3. California Education Code, Section 87408.6 requires persons employed by a community college in an academic or classified position to submit to a TB risk assessment developed by CDPH and CTCA and, if risk factors are present, an examination to determine that he or she is free of infectious TB; initially upon hire and every four years thereafter.
  4. In accordance with Federal Law all employees must provide proof of eligibility to work in the United States.
  5. DISASTER SERVICE WORKERS: All Marin Community College District (MCCD) employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the MCCD requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency. SALARY INFORMATION:
FLSA Status: Non-exempt
Salary Range: SEIU 584

Starting Salary Range: $29.20 per hour - $32.19 per hour (Step 1 to 3). Normal entering step is Step 1.

CLASSIFICATION CATEGORY & RETIREMENT PLAN


The Police Services Assistant is a classified position represented by the Service Employees International Union (SEIU), in compliance with all applicable sections of the California Education Code and related statutes.
Employees in classifications represented by the Service Employees International Union (SEIU) Local 1021 and are required to comply fully with the SEIU/Marin Community College District (MCCD) Collective Bargaining Agreement. General information regarding rights and responsibilities under the Agreement can be found in the Collective Bargaining Agreements section of our Human Resources site. SEIU employees are also members of the California Public Employees Retirement System (CalPERS), to which the member contributes up to 8% of their reportable compensation on a monthly basis.

SELECTION PROCESS

  • Employee-only: $1,600/month
