Job Description

 

USU invites applications for the position of Dean, F. Edward Hébert School of Medicine (SOM). The SOM is the nation's Federal school of medicine that blends a health sciences curriculum with a curriculum that places special emphasis on military and public health medicine. This foundation prepares students for the important roles they will undertake as uniformed physicians and civilian scientists. The program melds the study of basic science, clinical practice of medicine with a special emphasis on military unique medicine, and military leadership training to produce competent, innovative healthcare providers and scholars to support the National Defense Strategy. This signature blend of education and training distinguishes USU as a leader among institutions of learning around the world.

The incumbent serves as the Chief Academic and Operating Officer of the SOM and is responsible for the effective and efficient execution of all its scholarly programs including those mandated by law and authorized or recommended by the Board of Regents to the Secretary of Defense. The responsibilities of the Dean, SOM, include but are not limited to, planning, execution, management, leadership, and oversight of: the undergraduate medical education program; graduate programs; affiliated educational and research centers; faculty recruitment and appointments; SOM educational curricula and accreditation; basic science, clinical, translational and interdisciplinary research programs; strategic planning; recruitment, development, and graduation of consistently high-quality students; student affairs; financial planning and management; and SOM space and equipment utilization.

The Dean is responsible for activities to strengthen the alliances and integration with military and civilian medical treatment facilities (MTF) and teaching hospitals to ensure the academic preparation of SOM students and the academic development of appointed faculty in the facilities that educate and train the SOM students. He/she serves as the University President's principal agent and advisor on SOM educational functions and assures compliance with all statutory, regulatory, and accreditation requirements by SOM personnel.

The Dean is the spokesperson for the faculty of the SOM and represents the SOM in interactions with uniformed service leaders to include the military Medical Corps Chiefs, civilian leaders in the Department of Defense (DOD) and other Federal agencies and leaders in civilian academic medicine. He/she will promote effective and progressive strategies aligned with the University mission and values, develop objectives and priorities, and be accountable for outcomes, as well as, act as a catalyst for institutional innovation, growth and interpersonal collaboration, developing plans to promote the SOM's vision, mission, and strategic plan in alignment with the University Strategic Plan.

Additionally the Dean will:

1. Develop, implement, and maintain continuing processes of curriculum review and reform. Ensure the SOM's curricula are evaluated to assure that academic standards are met or exceeded and all programs meet wartime and disaster medical readiness requirements including curricula of specific military importance such as command and control, military medicine, tropical diseases, combat casualty care, humanitarian assistance, ethics and other military-relevant topics and skills. Maintain, in coordination with the USU Brigade Commander, a program of officer development and maturation to meet the University President's goals for officer instruction, leadership development, and professional military education.

2. Oversee and ensure the recruitment of highly-qualified faculty and staff to accomplish the mission of the SOM by establishing manpower and personnel requirements to ensure that students have the optimal exposure to civilian academicians as well as uniformed role models. Oversee the review and recommendations for presenting educational degrees to the Board of Regents. Provide balanced support for both clinical and basic science programs of research and lead change when appropriate. Establish appropriate research partnerships between the SOM and the National Institutes of Health (NIH), the Services' multiple medical research laboratories, medical treatment facilities and civilian institutions of higher learning to achieve the SOM, University, and DOD mission.

3. Hold responsibility the formulation, preparation, and implementation of the annual SOM budget within USU guidelines and allocated funding. Actively participates in the review, development, and administration of SOM faculty salaries to ensure that they are in accordance with the provisions of the enabling legislation and/or applicable DOD and/or USU policies and procedures. Develop and make recommendations to the President and Board of Regents regarding the physical plant required to support educational programs of the SOM.

Preferred and Required Qualifications

The incumbent must bring to this position a minimum of an earned Doctor of Medicine (M.D.) degree from an accredited university or institution. State medical licensure and American Board specialty certification.

The position requires: substantial experience in medical and graduate education, effective leadership skills and scholarly achievement, academic administration or closely-related uniformed medical education administration, educational research, executive management skills, and personnel management; extensive analytical skill in evaluating and developing organizational policies, programs, goals, and objectives; experience in managing diverse operations; exceptional written and oral communications skills to provide presentations in a public forum as well as the ability to develop consensus decisions. Experience working in an academic shared governance model and/or experience in an executive level uniformed position and/or experience with inter-professional collaboration are highly desirable.

The incumbent must be academically qualified for a tenured faculty appointment at the professor level in one of the SOM departments in accordance with USU and SOM academic policies. Expertise and experience as reflected by a significant number of scholarly publications with a national impact in journals appropriate to specialty, scientific training, and research interests. A record of outstanding clinical practice, innovative and effective administrative leadership, possession of strong advocacy skills, and a commitment to increasing diversity among students, staff, and faculty are essential characteristics.

The following experience and/or knowledge are highly desirable: experience working for or knowledge of Federal, DoD, or military health care organizations, health care systems, or advanced educational programs; or the possession of additional earned advanced degrees (e.g., Ph.D., M.P.H., M.B.A.).

The incumbent of this position will hold a USU faculty appointment as Professor (with tenure) in SOM.

Assignment as Dean is an administrator position assignment and is without tenure. The initial appointment as Dean is for a term of up to five-years and may be renewed with no limit on the number of renewals. Assignment as Dean is not a continuous appointment and as such the incumbent serves at the pleasure of the President of the University and may be relieved as Dean at any time.

The position requires a secret clearance. The incumbent must be able to obtain and maintain a secret clearance level.

The incumbent of this position will be subject to pre-employment and random drug testing under the USUHS Drug-Free Workplace Program. Failure to meet the requirement will result in the withdrawal of the position offer or removal from the position.

Relocation expenses i.e. PCS or relocation incentives as described on 5 U.S.C 5733 may be authorized in accordance with applicable travel regulations, command policy and available command funding.
