Human Resources Specialist - Talent Management and Development
Harford Community College

The College's Human Resources and Payroll team is a cohesive, highly productive unit functioning in a positive and supportive work environment.  

The HR Specialist - Talent Management and Development is the primary resource for College supervisors and employees for the performance management and enhancement cycle, and serves as the first point of contact for employee relations matters.  This role is responsible for documenting performance- and conduct-related issues, conducting investigations as needed, and ensuring consistency and fairness in the delivery of College procedures.
The Specialist is responsible for coordinating the College's required employee training programs, both classroom-based and online; and processing unemployment claims and appeals.  Other duties include facilitation of new employee orientation; project management of employee engagement events and recognition programs; and coordinating the employee separation process. This individual serves on appropriate committees and performs other duties as assigned by the Director for Human Resources and Employee Development.

This is an exempt, professional staff position.

Job Requirements

A bachelor's degree and a minimum of three years of related experience are required; an associate's degree, certification, and/or training with five or more years of experience may be considered.

Applicants must have demonstrated experience all areas of responsibility, and the ability to manage employee records using an HRIS and third-party-supported systems.  Intermediate to advanced skills using MS Office programs, including Word, Excel, Outlook, and PowerPoint are required.  Software skills testing will be conducted.

Knowledge of all applicable employment laws and regulations (EEO, ADA, ADEA, FLSA, UI) is required.

PHR/SPHR or SHRM-PC/SHRM-SPC certifications preferred.
