Job Description

The Maryland Department of Environment (MDE) is seeking a Natural Resource Planner through a contract with College of Southern Maryland.This 12 month field and office position, working in Baltimore, is responsible for performing technical reviews of activities related to water pollution control.  This employee ensures compliance with State and federal environmental laws and regulations through consultation, negotiation, inspection and investigation activities and initiate enforcement actions.   S/he conducts consultations, negotiations, inspections and investigations at industrial and commercial facilities and regulated entities to ensure compliance and enforcement of environmental laws and regulations in area of water pollution control; develops, negotiates and recommends implementation plans for improvements or corrective actions needed for regulatory compliance at industrial and commercial facilities and regulated entities; examines business and public records, such as property ownership, licensing or certification requirements and historical data to verify and obtain facts concerning the construction or operation of a site; and prepares and maintains reports and case records on the results of consultations and negotiations and the findings of inspections and investigations. The employee may also initiate enforcement actions, such as issuance of warning notices, notices of violation, or stop work orders when regulatory compliance has not been achieved through consultations and negotiations;  assess damage caused by regulatory violation, prepare fine assessments and drafts civil penalty case reports.
 

Employees in this classification may be assigned duties which require the operation of their motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Employees will be reimbursed for mileage expenses.  The employee in this position will be required to carry a cell phone and provide the employing agency with a telephone number where they can be reached during non-working hours.  The employee in this position will be required to use a State-issued laptop computer, printer, camera and sampling equipment.

 

The work schedule for this position is 40 hours per week, Monday - Friday 8:00 a.m. - 5:00 p.m.  Employees may be required to work evenings and weekends and to attend public meetings and hearings.

 

College of Southern Maryland conducts background checks in order to ensure the safety and well-being of the college's staff and students. The final candidate for this position will be subject to the following background checks: Criminal History Check and Motor Vehicle Record Check.

Job Requirements

Required Skills

  • Bachelor's degree preferred  in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline. Experience can be substituted in performing environmental regulatory compliance work in the areas of water pollution control; stonnwater management,  MS-4, NPDES, sediment and erosion control; tidal and nontidal wetlands; flood control and waterway construction; stormwater management; coal, noncoal and surface mining, or oil pollution control,  on a year-for-year basis for the required bachelor's degree
  • Preferred candidates will have working knowledge in some or all of the following: general water pollution control laws and regulations pertaining to NPDES/State Discharge Permits for municipal and industrial facilities, NPDES Pretreatment, Combined Sewer Overflow (CSO) and Sanitary Sewer Overflows (SSO) Programs, MS- 4, sediment and erosion control, stormwater management, tidal/non tidal wetlands, industrial pretreatment, well and septic systems, waterway construction and dam safety.
  • Ability to use Intermediate MS Office, Excel, MS Office applications, ICIS Database
